경기 파주시가 조선의 대표 유학자 율곡 이이의 사상과 가치를 현대적으로 계승하기 위한 ‘율곡문화진흥원’ 설립에 본격 속도를 내고 있다.

파주시는 지난 13일 시청 비즈니스룸에서 ‘율곡문화진흥원 설립 기본계획 수립 용역 최종보고회’를 열고, 그간 추진해온 준비 과정을 종합 점검했다. 

이날 보고회에는 최병갑 부시장을 비롯해 경기도 문화정책 관계자와 파주문화원, 학계 전문가 등 20여 명이 참석해 진흥원 설립의 타당성과 추진 방향을 놓고 의견을 나눴다.

이번 계획은 약 10개월간 이어진 연구와 논의를 바탕으로 마련됐다. 

파주시는 지난해 7월 용역에 착수한 이후 학술대회, 시민 의견 수렴, 전문가 자문 등을 통해 율곡 사상의 현대적 의미를 다각도로 재해석해 왔다. 

특히 지난해 10월 열린 학술대회에서는 율곡의 ‘실용적 철학’을 오늘날 사회 문제 해결의 대안으로 조명하며 학문적 기반을 다졌다. 

동시에 시민 설문과 의견 수렴 절차를 거쳐 지역사회 공감대를 확보하고, 전문가 자문을 통해 운영 전략의 완성도를 높였다.

이날 보고회에서는 진흥원이 지향할 비전과 역할도 구체화됐다. 

핵심 방향은 율곡 정신을 현대적으로 계승해 국내를 넘어 세계로 확장 가능한 문화 브랜드로 육성하는 데 있다. 

이를 위해 학술 연구 기능을 강화하는 한편, 교육 프로그램 운영과 전시 콘텐츠 개발을 통해 시민과 방문객이 체감할 수 있는 복합 문화 플랫폼으로 조성한다는 계획이다. 

또한 재단법인 설립 등 운영 방식에 따른 장단점을 비교 분석하고, 지속 가능한 운영 구조를 구축하기 위한 전략도 함께 논의됐다.

아울러 시민 참여형 프로그램 확대와 지역 관광 자원과의 연계를 통해 진흥원의 활용도를 높이는 방안도 제시됐다. 

이를 통해 단순한 연구기관을 넘어 지역 문화와 관광을 연결하는 거점 역할을 수행하겠다는 구상이다.

최병갑 부시장은 “율곡 선생의 학문과 실천 정신은 미래 세대에 반드시 계승해야 할 중요한 자산”이라며 “이번 보고회 결과를 토대로 율곡문화진흥원이 대한민국을 대표하는 문화 플랫폼으로 자리매김할 수 있도록 설립 추진에 최선을 다하겠다”고 밝혔다.

파주시는 이번 용역 결과를 바탕으로 조직 구성과 관련 조례 제정 등 후속 절차를 단계적으로 추진할 계획이다. 

진흥원이 설립될 경우 그동안 개별적으로 진행되던 율곡 관련 연구와 문화 사업이 하나로 통합되면서, 지역 문화 경쟁력을 높이는 시너지 효과가 기대된다.
