경기 파주시가 2026년도 제1회 추가경정예산을 최종 확정하며 민생 경제 회복과 미래 성장 기반 마련에 본격적으로 나섰다. 

시가 4월 3일 발표한 이번 추경 규모는 총 2조 4,202억 원으로, 당초 예산보다 603억 원(2.5%) 증가한 수치다.

이번 추경은 침체된 지역경제에 활력을 불어넣고 시민들이 체감할 수 있는 생활 개선을 이끌기 위한 전략적 재정 투입에 방점이 찍혔다. 

특히 지역 내 소비를 촉진하기 위한 지역사랑상품권 ‘파주페이’ 발행에 269억 원이 편성되며 가장 큰 비중을 차지했다. 

이는 소상공인 매출 증대와 자금의 지역 내 순환을 유도해 경기 회복의 마중물 역할을 할 것으로 기대된다.

미래를 대비한 투자도 함께 강화됐다. 

시는 탄소중립 실현과 에너지 자립도 향상을 위해 공공 재생에너지 생산기지 조성에 30억 원을 투입하고, 지역 특화 성장 전략인 평화경제특구 조성 사업에도 13억 원을 배정했다. 

이를 통해 지속가능한 도시로의 전환과 함께 새로운 성장 동력을 확보하겠다는 구상이다.

시민 삶의 질 향상을 위한 생활 밀착형 인프라 확충에도 대규모 예산이 반영됐다. 

세대통합 복합지원센터 건립에 70억 원, 운정4동 행정복지센터 건립에 48억 원, 반다비 국민체육센터 조성에 32억 원, 문산보건지소·노인복지관 복합센터 건립에 27억 원이 각각 투입된다. 

복지·보건·행정 서비스를 한층 더 가까이에서 제공함으로써 시민 편의를 실질적으로 높이겠다는 의도다.

아울러 시는 이번 추경을 단순한 재정 확대에 그치지 않고, 대외 경제 불확실성에 대응하기 위한 선제적 조치로 활용할 방침이다. 

특히 최근 중동 지역 긴장 고조에 따른 고유가 등 경제 충격에 대비해 정부 추경과 연계한 민생 안정 대책을 신속히 추진할 계획이다.

파주시 관계자는 “정부 추경 예산안이 확정되는 즉시 고유가 피해 지원금 등 민생 안정 예산을 신속히 집행할 수 있도록 준비하고 있다”며 “시민들이 체감할 수 있는 속도감 있는 재정 집행에 행정력을 집중하겠다”고 밝혔다.

이번 추경은 어려운 경제 여건 속에서 지역경제의 자생력을 높이고 시민 복지 체감도를 끌어올리는 계기가 될 것으로 기대된다.
