최근 중동 정세 불안에 따른 원자재 수급 우려로 촉발된 파주시 내 ‘종량제 봉투 대란’이 시의 신속하고 선제적인 대응으로 빠르게 안정세를 찾아가고 있다.

파주시는 8일, 종량제 봉투 공급 물량을 대폭 확대하고 유통 체계를 ‘당일 신속 배송’ 방식으로 전환한 결과, 시민들의 불안 심리에 따른 사재기 현상이 점차 진정되고 있다고 밝혔다.

앞서 지난 3월 말, 원자재 수급난에 대한 우려가 확산되면서 종량제 봉투 수요가 급증하자 시는 즉각적인 대응에 돌입했다. 

하루 평균 7만 6천 매 수준이던 공급량을 10만 9천 매로 늘린 데 이어, 4월 첫째 주에는 14만 8천 매까지 확대했다. 

여기에 더해 봉투 제조업체 2곳을 추가로 확보하며 공급 기반을 강화했으며, 오는 11일부터는 하루 18만 매까지 공급량을 끌어올려 수급을 완전히 정상화할 계획이다.

물량 확대와 함께 유통 방식도 전면 개편됐다. 

기존 요일제 배송에서 벗어나 ‘당일 신속 배송’ 체계를 도입해 수요가 집중되는 판매소에 우선적으로 물량을 공급하고 있다. 

또한 읍·면·동과의 협조를 통해 판매소별 재고 상황을 실시간으로 파악하며, 지역 간 수급 불균형을 최소화하는 촘촘한 유통망을 구축하고 있다.

배송을 맡고 있는 파주도시공사 역시 인력과 장비를 대폭 확충하며 지원에 나섰다. 

배송 인력은 기존 6명에서 20명으로 늘렸고, 차량도 3대에서 7대로 증차했다. 

아울러 주말 배송과 상황반 운영을 병행하며 공급 공백을 최소화하는 비상 대응 체계를 가동 중이다.

파주시 관계자는 “공급 확대와 배송 체계 개선이 실질적인 효과를 거두면서 관련 민원이 눈에 띄게 줄고 있다”며 “앞으로도 시민들이 종량제 봉투 구매에 불편을 겪지 않도록 판매소별 재고 관리에 만전을 기하겠다”고 밝혔다.
