고양특례시가 지방세 체납 근절과 공정한 조세 질서 확립을 위해 500만 원 미만 체납자에 대해서도 강도 높은 징수에 나섰다. 

그동안 상대적으로 관리 사각지대에 놓일 수 있었던 소액 체납자까지 정밀하게 관리하겠다는 의지다.

고양특례시는 15일, 오는 5월까지 두 달간 500만 원 미만 지방세 체납자가 보유한 건설기계를 전수조사하고 확인 즉시 압류 조치를 시행한다고 밝혔다.

이번 조치는 이동성과 자산 가치가 높은 건설기계의 특성을 활용해 체납액 회수율을 높이기 위한 전략적 대응이다. 

건설기계는 일반 동산보다 자산 가치가 높고 처분이 용이해 압류 시 체납 세금 확보 효과가 크다는 점에서 주요 징수 수단으로 꼽힌다.

시는 자체적으로 마련한 압류 매뉴얼을 기반으로 전국에 분산된 체납자의 건설기계 보유 현황을 실시간으로 파악할 계획이다. 

조사 과정에서 건설기계 소유가 확인되는 즉시 압류 등록을 진행해 자산 처분을 사전에 차단하고 신속하게 채권을 확보한다는 방침이다.

또한 이번 징수 활동은 시청과 구청 간 역할을 명확히 나눈 협업 체계로 추진된다. 

500만 원 이상 고액 체납자는 경기도 및 시청 징수부서가 전담해 사업장과 가택 수색 등 강제 징수를 실시하고, 500만 원 미만 체납자는 덕양·일산동·일산서구 3개 구청 세무과가 건설기계 등 자산 전수조사를 맡는다.

시 관계자는 “다각적인 징수 활동으로 기존 관리의 허점을 보완하고 징수 사각지대를 해소하겠다”며 “성실 납세자가 상대적 박탈감을 느끼지 않도록 끝까지 추적하는 무관용 징수 행정을 통해 공정한 조세 질서를 확립해 나가겠다”고 강조했다.
