한국공인탐정협회(PIA)와 한국특수직능교육재단은 11월 28일 일본 사단법인 일본조사업협회(JISA)와의 국제교류 협약을 기반으로 진행한 일본탐정연수 교육이 성공적으로 마무리됐다고 1일 밝혔다.

이번 연수에는 하금석 한국공인탐정협회 회장(아시아공인탐정연맹 총재)을 비롯해 사쿠라사치코 탐정학교 1대 설립자 야마다 사토시 학교장, 쿠도우 카츠노리 강사, 양희석 강사, 강정석 한국특수교육원 총괄이사, 유광운·조승연 협회 이사, 박유석 자문변호사 등이 참석했다.

연수 과정은 양 기관이 체결한 국제교류 업무 제휴 협약을 기반으로 마련됐으며, 일본 JISA가 발행하는 ‘Level 3 탐정업무취급자’ 자격 취득 교육을 중심으로 구성됐다. 

코로나19로 중단됐던 일본 탐정연수 프로그램이 재개되면서 참가자들은 일본의 탐정 실무와 제도 운영 방식을 직접 체험하는 기회를 얻었다.

교육은 ▲행동·행방 조사 ▲고용조사 ▲비즈니스 활동 분석 ▲보고서 작성 ▲실무 중심 현장교육 ▲탐정자격 평가 등으로 구성됐다. 

협회는 이번 연수를 통해 참가자들이 일본 탐정제도의 구조와 발전 과정, 업무 범위 등을 이해함으로써 국제 민간조사 역량을 강화할 수 있었다고 설명했다.

일본은 2007년부터 탐정제도를 법제화해 국가공안위원회와 경시청이 관할하는 신고제로 운영하고 있으며, OECD 국가 중 탐정업이 가장 활발한 국가로 평가된다. 

협회는 이번 교류가 양국 간 민간조사 분야의 전문 교육과 실무 협력 확대에 기여할 것으로 기대하고 있다.

하금석 회장은 국내 탐정학 연구와 교육, 제도 기반 구축에 기여해 ‘한국 탐정 분야 개척자’로 알려져 있으며, 동국대학교 법무대학원에 탐정법 석·박사 과정을 개설하는 등 학문적 기반 확립에도 앞장서고 있다. 

그는 2022년 일반대학원에서 ‘탐정업 관리제도 도입에 관한 연구’ 논문으로 국내 최초 탐정학 박사 학위를 받았다.

협회 측은 그동안 전·현직 군·경찰 출신 수사 전문가 등을 중심으로 약 1만 명 이상의 PIA 탐정사를 배출해 왔으며, 정회원에게 사건·사고 관련 교육자료 제공, 국정보안뉴스 기자증 발급, 아시아공인탐정연맹(AFCD) 정회원 등록, 전문인 손해배상책임보험 가입, 국.내외 전국 지부·지회. 회원사 친목도모 활동, 매년 ‘탐정의 날(8월 5일)’ 행사, 국회 공청회, 학술세미나, 송년의 밤 등 우선 초청, 본 협회 약 150여개 협력기관을 통한 도·감청, 포렌식, 감정·감식 사건 업무지원 혜택, 전국 약40여 개 협력 대학과의 학점 인정, 장학금 혜택, 창업컨설팅 무료 상담 및 마케팅 교육 제공, 해외 탐정 교육 및 자격취득 지원 (미국, 일본, 호주, 필리핀 등), 협회 특허등록 PIA탐정 마크 및 AI 이미지 사용 혜택 등 다양한 특전 혜택을 제공하고 있다.

한편 협회와 한국특수직능교육재단이 주관하는 PIA 탐정사 자격 취득 과정은 고위 공직자의 취득 비율이 높은 자격증으로 알려져 있으며, 2026년 1월 개설되는 동국대학교 PIA 최고위과정(82기) 모집도 진행 중이다.

JISA "Level 3 Detective Worker" Certification Course

The Korea Certified Investigators Association (PIA) and the Korea Special Professions Education Foundation announced on November 1st the successful completion of the Japanese Detective Training Program, which was conducted based on an international exchange agreement with the Japan Investigative Services Association (JISA) on November 28th.

Attendees included Ha Geum-seok, President of the Korea Certified Investigators Association (and President of the Asian Certified Detective Federation); Satoshi Yamada, the first founder of the Sakura Sachiko Detective School; Instructors Katsunori Kudo and Hee-seok Yang; Kang Jeong-seok, General Director of the Korea Institute of Special Education; Yoo Kwang-woon and Cho Seung-yeon, Directors of the JISA; and Park Yoo-seok, Legal Advisor.

The training program was developed based on the international exchange business partnership agreement signed between the two organizations and focused on training for the "Level 3 Private Investigator" certification issued by Japan's JISA (JISA).

With the resumption of the Japanese Private Investigation Training Program, which had been suspended due to COVID-19, participants had the opportunity to experience firsthand the Japanese private investigator practice and systemic operations.

The training comprised activities and whereabouts investigations, employment investigations, business activity analysis, report writing, practical field training, and a private investigator qualification assessment.

The association explained that this training allowed participants to understand the structure, development, and scope of work of the Japanese private investigator system, thereby strengthening their international private investigator capabilities.

Japan, which legislated its private investigator system in 2007, operates a reporting system under the jurisdiction of the National Public Safety Commission and the Metropolitan Police Department. It is considered the most active private investigator industry among OECD countries.

The association anticipates that this exchange will contribute to expanding professional training and practical cooperation in the field of private investigation between the two countries.

Chairman Ha Geum-seok is known as a "pioneer in the Korean detective field" for his contributions to domestic detective studies research, education, and institutional foundations. He is also leading the way in establishing an academic foundation, including establishing master's and doctoral programs in detective law at Dongguk University's Graduate School of Law.

He received Korea's first doctorate in detective studies from the Graduate School in 2022 with a thesis titled "A Study on the Introduction of a Detective Industry Management System."

The association has trained over 10,000 PIA detectives, primarily former and current military and police investigators. The association provides regular members with educational materials related to incidents and accidents, issues reporters' cards for national security news, registers them as regular members of the Asian Federation of Certified Detectives (AFCD), subscribes to professional liability insurance, and establishes national branches and chapters both domestically and internationally. The association offers a variety of benefits, including member company social activities, the annual "Detective Day" event (August 5th), priority invitations to National Assembly hearings, academic seminars, and year-end parties, support for wiretapping, forensics, and appraisal/identification cases through approximately 150 partner organizations, credit recognition with approximately 40 partner universities nationwide, scholarships, free startup consulting and marketing training, overseas detective training and certification support (in the US, Japan, Australia, the Philippines, etc.), and use of the association's patented PIA detective mark and AI images.

Meanwhile, the PIA detective certification course, hosted by the association and the Korea Special Vocational Education Foundation, is known for its high rate of acquisition by high-ranking public officials. Recruitment is currently underway for the 82nd PIA Executive Course at Dongguk University, which will open in January 2026.
