민선 9기 고양특례시의 시정 운영 밑그림을 그릴 시장직 인수위원회가 공식 출범하며 본격적인 활동에 돌입했다.

민경선 고양시장 당선인은 안정적인 시정 인수와 핵심 공약의 체계적 이행을 위해 ‘고양대전환준비위원회’를 출범하고 본격적인 업무에 착수했다고 밝혔다.

이번 인수위원회는 ‘고양대전환’이라는 이름에 걸맞게 민선 9기 고양시의 새로운 비전과 정책 방향을 수립하고 시정 혁신을 추진하기 위한 실무 중심 조직으로 운영된다.

인수위원회 위원장에는 김달수 전 경기도 정무수석이 임명됐다. 

김 위원장은 고양시의원과 3선 경기도의원을 지냈으며, 경기도의회 문화체육관광위원장과 예산결산특별위원장을 역임했다. 

이후 민선 8기 경기도 정무수석과 소통협치수석을 맡으며 정책과 행정을 두루 경험했다.

특히 민경선 당선인과는 경기도의회에서 함께 활동하며 오랜 기간 정책적 협력 관계를 이어온 것으로 알려졌다. 

시민사회와 지방의회, 광역행정 현장을 폭넓게 경험한 정책 전문가로 평가받고 있는 만큼 당선인의 시정 철학을 구체화하고 행정 전반을 조율할 적임자로 기대를 모으고 있다.

인수위원회는 김달수 위원장과 이성우 부위원장(한국항공대학교 경영학과 초빙교수)을 비롯해 총 15명 규모로 구성됐다. 

조직은 효율적인 업무 수행을 위해 4개 분과와 2개 특별분과 체제로 운영된다.

위원으로는 조현숙 제9대 고양시의회 부의장과 정민경 고양시의회 기획행정위원회 의원이 정치·행정·의정 분야를 담당한다. 

지역 현장 및 정무 분야에는 봉재현 김성회 국회의원 보좌관, 박진환 한준호 국회의원 선임비서관, 정지혜 한준호 국회의원 비서관, 강태영 김영환 국회의원 보좌관이 참여한다.

또 학계 및 전문 직무 분야에는 문혜숙 농협대학교 사무처장, 김상우 한국항공대학교 교수, 하성용 중부대학교 교수 겸 한국자동차모빌리티안전학회장, 최경애 성균관대학교 사회학 박사가 이름을 올렸다. 

도시·건축·실무 분야에는 김유동 전 한국감정평가사협회 이사, 김민희 아키디아건축사사무소 대표, 임현철 덕양구주민자치회 고문이 참여해 전문성을 보탠다.

인수위원회는 정책 수립 과정의 전문성과 현장성을 강화하기 위해 별도의 자문위원회도 구성했다. 

자문위원회에는 학계와 각 분야 전문가들이 참여해 분과별 핵심 과제에 대한 정책 자문과 대안 제시 등 실질적인 지원 역할을 수행할 예정이다.

민경선 당선인은 “이번 인수위원회는 형식적인 절차를 넘어 실무와 정책 중심의 철저한 업무 검토에 집중할 것”이라며 “각 분과 위원과 자문위원회가 함께 고양시의 주요 현안을 면밀히 진단하고 시민들께 약속한 공약의 실행 방안을 구체화해 나가겠다”고 밝혔다.

이어 “민선 9기 고양특례시가 안정적으로 출범할 수 있도록 시정 전반을 꼼꼼히 점검하고 공약 이행 체계를 마련하는 데 최선을 다하겠다”고 강조했다.

한편 고양대전환준비위원회는 앞으로 고양시 각 부서로부터 업무보고를 받고 주요 현안을 점검하는 한편, 민선 9기 핵심 시정 과제와 공약 세부 실행계획을 수립하는 등 본격적인 인수 작업을 진행할 예정이다.
