고양특례시가 개발제한구역(그린벨트) 지정으로 인해 생활에 불편을 겪고 있는 저소득층 주민들의 경제적 부담을 덜기 위해 ‘생활비용 보조금’ 지원 사업을 추진한다.

고양특례시는 22일, 개발제한구역 지정 이후 현재까지 해당 지역에 계속 거주하고 있는 저소득 가구를 대상으로 생활비용 보조금을 지원한다고 밝혔다. 

이번 사업은 각종 규제로 인해 재산권 행사와 생활 여건에 제약을 받아온 주민들의 생활 안정을 돕기 위해 마련됐다.

지원 대상은 개발제한구역 지정 당시부터 현재까지 지속적으로 해당 지역에 거주 중인 가구 가운데, 국가데이터처가 발표한 2024년도 도시지역 가구당 월평균 소득 이하인 세대다. 

월 소득 기준은 647만4,708원 이하이며, 조건을 충족한 가구에는 지난해(2025년) 실제 지출한 생활비용 일부가 지원된다.

지원 항목은 학자금과 전기료, 건강보험료, 정보통신비, 의료비 등 주민 생활과 밀접한 5개 분야다. 

지원 금액은 소득 수준에 따라 세대별로 차등 지급되며 최소 60만 원에서 최대 100만 원까지 받을 수 있다.

다만, 최근 3년간 세대주 또는 세대원이 ‘개발제한구역의 지정 및 관리에 관한 특별조치법’을 3회 이상 위반해 형사처벌을 받았거나, 시정명령을 받고도 이를 이행하지 않은 경우에는 지원 대상에서 제외된다.

신청 기간은 5월 22일부터 6월 22일까지 한 달간이다. 

지원을 희망하는 주민은 거주지 관할 행정복지센터를 방문해 신청하면 된다.

고양특례시 관계자는 “개발제한구역 주민들이 장기간 규제로 인해 겪어온 생활 불편과 경제적 부담을 조금이나마 덜어드리기 위해 이번 사업을 추진하게 됐다”며 “대상 주민들이 빠짐없이 지원받을 수 있도록 적극 안내하겠다”고 말했다.
