파주시, ‘고유가 피해지원금’ 지급 본격화… 소득 하위 70%까지 확대

교육 기간은 5월 4일부터 5월 28일까지며 매주 월요일부터 목요일까지 운영되며 과정별 모집 인원은 30명으로 일산서구청 6층 전산교육장에서 교육이 이뤄진다.

고양시민이라면 누구나 신청 가능하며 수강료는 2만 원이며 다만 55세 이상 고령자, 장애인, 국민기초생활수급자, 북한이탈주민, 결혼이민자, 농어업인 등 정보격차 해소 대상자는 무료로 참여할 수 있다.

파주시는 지난 13일 시청 비즈니스룸에서 ‘율곡문화진흥원 설립 기본계획 수립 용역 최종보고회’를 열고, 그간 추진해온 준비 과정을 종합 점검했다.

이날 보고회에는 최병갑 부시장을 비롯해 경기도 문화정책 관계자와 파주문화원, 학계 전문가 등 20여 명이 참석해 진흥원 설립의 타당성과 추진 방향을 놓고 의견을 나눴다.

On the 13th, Paju City held the ‘Final Report Meeting for the Basic Plan Establishment Service for the Yulgok Culture Promotion Institute’ at the City Hall Business Room, comprehensively reviewing the preparation process undertaken so far.

Approximately 20 people attended the meeting, including Vice Mayor Choi Byeong-gap, Gyeonggi Province cultural policy officials, representatives from the Paju Cultural Center, and academic experts, to discuss the feasibility and direction of the institute's establishment.

This plan was prepared based on research and discussions that spanned about 10 months. 파주시, '2026 여성안심패키지' 신청 앞당겨… 상반기 내 보급 완료

파주시가 여성 대상 범죄 예방과 신속한 안전망 구축을 위해 ‘2026년 여성안심패키지 지원사업’을 예년보다 한 달 이상 앞당겨 시행한다.

이번 조치는 물품 보급 시기를 상반기로 앞당겨 여성들이 일상에서 체감하는 안전도를 높이고, 범죄 예방 효과를 극대화하기 위한 선제적 대응으로 풀이된다.

올해 신청 접수는 지난해보다 크게 앞당겨 오는 4월 20일부터 5월 1일까지 진행된다.

신청은 온라인 ‘경기민원24’를 통해 가능하며, 고령자 등 온라인 이용이 어려운 경우에는 관할 읍면동 행정복지센터를 방문해 접수할 수 있다.

선정 결과는 5월 중 개별 문자로 통보되며, 이후 대상자에게는 순차적으로 물품이 택배 발송될 예정이다.

지원 규모는 총 36가구로, 범죄 취약 가구를 중심으로 우선 선정한다.

대상은 여성 1인 가구를 비롯해 18세 미만 자녀를 둔 한부모가정, 범죄 피해 여성, 여성으로만 구성된 가구 등이다.

특히 주거침입, 스토킹, 교제폭력, 성폭력 등 범죄 피해 여성은 1순위로 선정되며, 이어 기초생활수급자 및 차상위계층 등 취약계층, 임차가구 순으로 우선순위가 적용된다.

다만 2023년부터 2025년까지 동일 사업의 수혜를 받은 가구는 중복 지원이 제한된다.

선정된 가구에는 실생활에서 즉각적인 대응이 가능한 ‘여성안심 패키지’ 6종이 무료로 제공된다.

구성품은 실시간 모니터링이 가능한 가정용 지능형 카메라를 비롯해 문 열림 감지기, 호신용 분사기, 창문 잠금장치, 휴대용 경보기, 송장 지우개 등으로, 주거 침입 예방과 위급 상황 대응, 개인정보 보호까지 폭넓게 지원한다.

신청 시에는 주민등록등본과 지원 신청서를 기본으로 제출해야 하며, 대상 유형에 따라 한부모가족증명서나 범죄 피해 사실을 입증할 수 있는 서류를 추가로 준비해야 한다.

파주시 관계자는 “지난해 하반기 보급으로 발생했던 시간적 공백을 최소화하기 위해 올해는 행정 절차를 대폭 앞당겼다”며 “혼자 사는 여성들이 보다 안심하고 생활할 수 있는 환경 조성에 실질적인 도움이 되길 기대한다”고 밝혔다.

Applications for this year will be accepted from April 20 to May 1, significantly earlier than last year.

Applications can be submitted online via ‘Gyeonggi Minwon 24.’ However, those who have difficulty using the online system, such as the elderly, may apply by visiting their local Eup, Myeon, or Dong Administrative Welfare Center.

Selection results will be notified individually via text message in May, after which the supplies will be shipped to eligible recipients sequentially via courier.

The support scale covers a total of 36 households, with priority given to crime-vulnerable households. The target beneficiaries include single-female households, single-parent families with children under the age of 18, female victims of crime, and households composed entirely of women.

In particular, female victims of crimes such as home invasion, stalking, dating violence, and sexual violence are selected as the top priority. This is followed by vulnerable groups, including recipients of basic livelihood support and those in the near-poverty bracket, and then rental households.

However, duplicate support is restricted for households that received benefits from the same program between 2023 and 2025.

Selected households will be provided with a free "Women's Safety Package" consisting of six items designed for immediate response in daily life.

The package includes a home-use intelligent camera capable of real-time monitoring, a door opening detector, a self-defense spray, a window lock, a portable alarm, and an invoice eraser. It offers comprehensive support ranging from home invasion prevention and emergency response to the protection of personal information.

When applying, applicants must submit a Resident Registration Certificate and an application form as standard. Depending on the target category, additional documents such as a Single-Parent Family Certificate or proof of victimization must also be prepared. A Paju City official stated, “We have significantly expedited administrative procedures this year to minimize the time gap caused by the distribution in the second half of last year,” adding, “We hope this will provide practical assistance in creating an environment where women living alone can feel safer.”

고양특례시가 지방세 체납 근절과 공정한 조세 질서 확립을 위해 500만 원 미만 체납자에 대해서도 강도 높은 징수에 나섰다.

그동안 상대적으로 관리 사각지대에 놓일 수 있었던 소액 체납자까지 정밀하게 관리하겠다는 의지다.

고양특례시는 15일, 오는 5월까지 두 달간 500만 원 미만 지방세 체납자가 보유한 건설기계를 전수조사하고 확인 즉시 압류 조치를 시행한다고 밝혔다.

이번 조치는 이동성과 자산 가치가 높은 건설기계의 특성을 활용해 체납액 회수율을 높이기 위한 전략적 대응이다.

건설기계는 일반 동산보다 자산 가치가 높고 처분이 용이해 압류 시 체납 세금 확보 효과가 크다는 점에서 주요 징수 수단으로 꼽힌다.

시는 자체적으로 마련한 압류 매뉴얼을 기반으로 전국에 분산된 체납자의 건설기계 보유 현황을 실시간으로 파악할 계획이다.

조사 과정에서 건설기계 소유가 확인되는 즉시 압류 등록을 진행해 자산 처분을 사전에 차단하고 신속하게 채권을 확보한다는 방침이다.

또한 이번 징수 활동은 시청과 구청 간 역할을 명확히 나눈 협업 체계로 추진된다.

500만 원 이상 고액 체납자는 경기도 및 시청 징수부서가 전담해 사업장과 가택 수색 등 강제 징수를 실시하고, 500만 원 미만 체납자는 덕양·일산동·일산서구 3개 구청 세무과가 건설기계 등 자산 전수조사를 맡는다.

시 관계자는 “다각적인 징수 활동으로 기존 관리의 허점을 보완하고 징수 사각지대를 해소하겠다”며 “성실 납세자가 상대적 박탈감을 느끼지 않도록 끝까지 추적하는 무관용 징수 행정을 통해 공정한 조세 질서를 확립해 나가겠다”고 강조했다.

On the 15th, Goyang Special City announced that it will conduct a full survey of construction machinery owned by delinquents with local tax arrears of less than 5 million won for two months until May, and will implement seizure measures immediately upon verification.

This measure is a strategic response aimed at increasing the recovery rate of delinquent taxes by leveraging the characteristics of construction machinery, which possesses high mobility and asset value.

Construction machinery is considered a primary means of collection because it has a higher asset value than general movable property and is easy to dispose of, making seizure highly effective in securing delinquent taxes.

Based on a seizure manual it has developed in-house, the city plans to monitor the status of construction machinery owned by delinquents scattered across the country in real time. The policy is to proceed with seizure registration immediately upon confirmation of construction machinery ownership during the investigation, thereby blocking asset disposal in advance and swiftly securing claims.

Furthermore, this collection effort will be implemented through a collaborative system with clearly defined roles between the City Hall and the District Offices.

For high-value delinquents owing 5 million won or more, the collection departments of Gyeonggi Province and City Hall will take charge to conduct compulsory collection measures, such as searches of workplaces and residences. In contrast, for delinquents owing less than 5 million won, the tax departments of the three District Offices—Deogyang, Ilsandong, and Ilsanseo—will be responsible for conducting a comprehensive survey of assets, including construction machinery.

A city official emphasized, "We will address loopholes in existing management and eliminate blind spots in collection through multifaceted activities," adding, "We will establish a fair tax order through zero-tolerance collection administration that tracks down debtors to the end, ensuring that conscientious taxpayers do not feel a sense of relative deprivation." 경기북부보훈지청이 제107주년 3·1절을 맞아 독립유공자로 포상된 애국지사 4인의 유족에게 정부 포상을 전수했다.

이번 전수식은 지난 10일과 14일 이틀에 걸쳐 진행됐으며, 조국의 독립을 위해 헌신한 선열들의 공적을 기리고 그 후손들에게 국가 차원의 존경과 감사를 전하기 위해 마련됐다.

대통령표창이 추서된 독립유공자는 고(故) 김흥악·원성본·박경은·최화갑 지사로, 이들은 1919년 3월 31일 당시 경기도 양주군(현 남양주시) 진접면 부평리에서 전개된 독립만세운동에 참여해 일제의 압제에 맞서 싸웠다.

The presentation ceremony took place over two days, on the 10th and 14th, and was organized to honor the contributions of ancestors who dedicated themselves to the independence of the homeland and to convey national respect and gratitude to their descendants. The independence activists posthumously awarded the Presidential Commendation are the late Kim Heung-ak, Won Seong-bon, Park Gyeong-eun, and Choi Hwa-gap. They participated in the March 1st Independence Movement held on March 31, 1919, in Bupyeong-ri, Jinjeop-myeon, Yangju-gun (present-day Namyangju-si), Gyeonggi-do, fighting against the oppression of Imperial Japan.

After more than 100 years, as their long-buried contributions are being re-examined, their noble sacrifices have finally been recognized, albeit belatedly, through official state awards.

In particular, this award ceremony held added significance as it was conducted not only as an official event within the branch office but also through a "visiting veterans' affairs" approach, which involved visiting the homes and care centers of bereaved families who were elderly or had limited mobility.

This measure reflects the state's commitment to "active veterans' affairs," demonstrating its determination to reach out first and fulfill its responsibilities to the very end. One bereaved family member who received the award expressed their sentiments, stating, “Although I feel apologetic for learning about our ancestor’s independence movement belatedly, I am grateful that the state has not forgotten and has sought us out, even now. Today, when our ancestor’s dedication has been officially recognized, brings great pride to our family.”

이번 사업은 지난 3월 27일 언론을 통해 처음 소개된 이후 지속적으로 추진되고 있으며, 이날은 고령층 이용이 많은 일산동구 백석동 소재 흰돌종합사회복지관을 찾아 관계기관 협업을 통한 맞춤형 안전교육을 진행했다.

이날 행사에는 백석2동 행정복지센터와 일산동구 보건소, 흰돌종합사회복지관 관계자들이 함께 참여했으며, 일산소방서를 포함한 총 4개 기관이 원팀 방식으로 어르신 대상 통합 안전 서비스를 제공했다.

교육은 어르신 눈높이에 맞춘 생활밀착형 안전교육으로 구성됐으며 부주의 화재 예방을 위한 생활 속 안전수칙 안내와 주택용 소방시설 사용 방법 교육이 진행됐으며, 소화기와 단독경보형 감지기 사용법을 중심으로 실습형 교육이 이뤄졌다.

‘가위손 드림 헤어’는 지난 3월 식사1통 경로당에서 첫 행사를 개최한 데 이어 이번이 두 번째 봉사활동으로, 아이디헤어 위시티점과 식사동 지역사회보장협의체가 협력해 추진했으며 이날 봉사에는 아이디헤어 위시티점의 헤어디자이너 6명이 참여해 ‘가위손 드림(Dream) 헤어 봉사단’을 구성, 오전부터 경로당을 방문해 취약계층 어르신 15명의 머리를 손질했다.

The city has selected two team leader-level officials with experience and expertise to serve as Civil Complaint Managers, focusing on complex complaints involving permits and licenses or those requiring multi-departmental consultation. These managers will identify key issues in complaints and mediate differences of opinion among relevant departments, aiming to reduce the burden of repeated visits for complainants by providing prompt and responsible administrative services. 이번 사업은 경기도와 파주시가 각각 40%씩 비용을 분담하는 구조로, 실제 신청자의 자부담은 약 90만 9천 원 수준까지 낮아진 것이 특징이다.

특히 파주시는 올해 경기도 내 시·군 가운데 최대 규모인 330가구를 지원 대상으로 확정하며, 신재생에너지 보급 확대와 에너지 전환 정책을 선도하겠다는 방침이다.

The perceived savings are expected to be even greater during the summer months, when the use of air conditioners surges.

This event was organized to raise awareness of the importance of forest fire prevention and to spread interest and love for the national flower, the Rose of Sharon. This measure is evaluated as a preemptive response aimed at supporting Goyang City's agricultural infrastructure by securing a stable water supply ahead of the peak farming season.

Water from the Han River, drawn from the Haengju Pumping Station located near Haengju Fortress, passes through Haengju-oedong and Todang-dong before being supplied to farmlands in the Baekseok-dong and Janghang-dong areas of Ilsandong-gu. The water then flows through the vicinity of Goyang Lake Park and into farmlands throughout Goyang City, including Daehwa-dong, Deogi-dong, Gajwa-dong, Gusan-dong, and Beopgot-dong in Ilsanseo-gu. It is expected that a stable water supply will continue until this coming September for a total of 2,908 hectares of farmland.

As a core water resource irrigating the plains of Goyang, this waterway will serve as a lifeline for local agriculture.

To ensure smooth water flow, the Goyang Branch has been conducting precise inspections of pumping and drainage stations since February and has completed facility maintenance, including dredging sediment from irrigation and drainage channels and collecting debris.

With thorough preparations completed, a stable water supply is expected to be possible throughout the farming season.

In particular, new policies have been introduced this year to simultaneously achieve the two goals of energy conservation and efficient water management.

In response to energy supply instability caused by recent international circumstances, the Goyang Branch is implementing the "Agricultural Water Supply Advance Notice System." The purpose of this system is to minimize unnecessary pump operation by providing advance notice of water supply schedules and to encourage farmers' voluntary participation in water conservation.

Breaking away from traditional, perfunctory resolution rallies, department heads took the lead, and their members personally produced certification photos and videos expressing their commitment to eradicating drunk driving, which were then posted on the ‘Paju Fire Station Work Sharing Room.’

In particular, the campaign held great significance as it was operated as a ‘self-directed action campaign’ where employees planned and participated on their own, rather than through a top-down training method. 파주시, 생태계교란 야생식물 제거 자원봉사 참여자 모집

파주시는 생태계 보전과 시민 참여 확대를 위해 ‘2026년 생태계교란 야생식물 제거 자원봉사’에 참여할 시민(단체)을 오는 8월 31일까지 수시 모집한다고 밝혔다.

이번 사업은 「생물다양성 보전 및 이용에 관한 법률」 제15조에 근거해 추진되며, 생태계 교란 야생식물의 확산을 방지하고 시민 중심의 생태 보전 활동을 활성화하는 데 목적이 있다.

신청 대상은 5인 이상으로 구성된 시민(단체)으로, 활동 기간 동안 1회 이상 야생식물 제거 활동이 가능한 경우 참여할 수 있으며 선정된 단체는 약 100m 내외의 지정 구역에서 생태계 교란 야생식물 제거 활동을 수행하게 되며, 활동 기간은 5월부터 9월까지다.

시는 낫과 장갑, 팔 토시 등 제거 도구를 지원하고, 활동 시간을 자원봉사 시간으로 인정해 시민들의 지속적인 참여를 유도할 계획이며 참여를 희망하는 시민(단체)은 오는 8월 31일까지 신청서 등 관련 서류를 작성해 방문, 우편 또는 전자우편으로 제출하면 된다.

또한 시는 단체 규모와 활동 여건을 고려해 활동 구역과 장비를 배정하고, 활동 종료 후에는 결과보고서와 증빙자료를 제출받아 사업의 실효성을 높일 방침이다.

Paju City Recruits Volunteers for Removal of Ecosystem-Disturbing Wild Plants

Paju City announced that it is accepting rolling applications until August 31 for citizens (or groups) to participate in the "2026 Volunteer Removal of Ecosystem-Disturbing Wild Plants" to preserve the ecosystem and expand citizen participation.

Participation is open to those capable of carrying out wild plant removal activities at least once during the activity period. Selected groups will perform removal activities within a designated area of approximately 100 meters, and the activity period runs from May to September.

Furthermore, the city intends to allocate activity areas and equipment based on the size of the group and their operational conditions. Upon completion of the activities, the city will require the submission of result reports and supporting documents to enhance the effectiveness of the project.

시는 지난 8일 시민회관 소공연장 앞에서 김경일 파주시장을 포함한 감사관실 직원들이 참여한 가운데 2026년 연고주의 근절 청렴 홍보 캠페인을 진행했으며 이날 참가자들은 연고주의 아웃(OUT)! 청렴조직 인(IN)! 문구가 담긴 어깨띠를 착용하고 시민들에게 청렴 홍보물을 배부하며 청렴의 중요성을 홍보했다.

이번 행사는 연고주의를 배제한 공정한 업무 수행 의지를 대내외에 천명하고, 투명한 행정 구현을 위한 사회적 분위기를 조성하고자 마련됐으며 시는 이번 활동이 공직자들의 청렴 실천 의지를 굳건히 하고 시민들의 인식을 개선하는 전환점이 될 것으로 보고 있다.

파주시 관계자는 연고주의 근절과 공정 사회 실현을 위해 공직자와 시민 모두의 동참이 필요하다며, 앞으로도 다양한 정책을 통해 신뢰받는 행정을 이어가겠다고 설명했다.

파주시 가람도서관이 제62회 도서관주간을 기념하여 오는 4월 12일부터 18일까지 ‘도서관 속 작은 펼침, 세상을 여는 큰 열림’을 주제로 풍성한 독서문화 프로그램과 체험 행사를 운영한다.

이번 행사는 전 연령층이 즐길 수 있는 참여형 프로그램을 중심으로 구성되어 시민들이 일상에서 자연스럽게 책과 소통할 수 있는 기회를 제공한다.

종합자료실에서는 4월 7일부터 19일까지 성인을 대상으로 두근두근! 블라인드북 행사를 진행한며 핵심 키워드와 문장만으로 책을 선택해 대출하는 이 방식은 편향된 독서 습관에서 벗어나 새로운 도서를 발견하는 즐거움을 선사할 것으로 보인다.

같은 기간 전 연령층이 참여할 수 있는 독서 프로그램 윤독회도 운영된다.

4월 15일에는 김유담 작가의 돌보는 마음을 현장에서 함께 낭독하며 감상을 나누는 시간을 갖으며 사전 독서 부담 없이 현장에서 제공되는 단편소설을 완독하는 방식이 특징이다.

어린이들을 위한 프로그램도 마련됐다.

어린이자료실에서는 4월 12일부터 18일까지 가람 냉장고를 부탁해 행사가 열리며, 15일에는 초등학교 1~2학년을 대상으로 달평 씨 시리즈의 저자 신민재 작가와의 만남이 진행되어 그림책 읽기와 독후 활동을 함께한다.

특별 공연으로는 4월 11일 가람도서관 지하 1층에서 이야기가 흐르는 봄 음악회가 개최되며 상주 연주단체 몽상블의 연주와 그림책 및 시 낭독이 어우러져 도서관을 찾는 시민들에게 봄날의 감성을 전달할 예정이다.

The General Reference Room will host the "Heart-Pounding! Blind Book" event for adults from April 7 to 19. This method, where participants select and borrow books based only on key keywords and sentences, is expected to break away from biased reading habits and offer the joy of discovering new books.

During the same period, a "Round Reading" program open to all age groups will also be operated.

On April 15, participants will have the opportunity to read aloud and share their impressions of author Kim Yu-dam's *The Caring Heart* on-site. A key feature of this event is the ability to complete a short story provided on-site, without the burden of prior reading. Programs for children have also been prepared.

The Children's Materials Room will host the "Please Take Care of the Garam Refrigerator" event from April 12 to 18. 고양특례시 일산2동은 지난 7일 한뫼공원에서 주민들을 대상으로 2026년 제3회 찾아가는 복지상담소 및 복지 사각지대 발굴 캠페인을 실시했다고 밝혔다.

이번 캠페인은 복지 정보 접근이 어려운 주민들을 직접 찾아가 맞춤형 상담을 제공하고, 주변의 어려운 이웃에 대한 지역사회의 관심을 높이기 위해 추진됐으며 특히 일산서구 보건소와 협업해 보건과 복지 서비스를 통합적으로 제공함으로써 현장을 찾은 주민들로부터 큰 호응을 얻었다.

이날 현장에서는 개별 맞춤형 복지 상담을 비롯해 혈압 측정 등 기초 건강 확인 상담이 진행됐으며, 치매 가이드북 배포와 공공후견인 제도 홍보, 말라리아 예방 수칙 안내 등 다양한 보건·복지 서비스가 함께 제공됐다.

Ilsan 2-dong, Goyang Special City, announced that it held the 3rd Mobile Welfare Counseling Center and Welfare Blind Spot Identification Campaign of 2026 at Hanmoe Park on the 7th, targeting residents.

경기도파주교육지원청이 관내 지방공무원의 직무 전문성 강화와 정서 지원을 위한 통합형 연수 프로그램인 2026 파주 세움(3-움) 아카데미 운영을 시작했다.

이번 프로그램은 꿈·함성 파주미래교육 실현을 위한 교육공동체 역량 강화와 일과 학습이 공존하는 조직 문화 조성을 목적으로 기획됐다.

파주 세움 아카데미는 직무 교육과 교양 과정을 결합한 원데이 클래스 형태로 진행된다. 교육 내용은 실무 역량 강화를 위한 지출·계약 감사사례, 예산 흐름, 급여 및 노무관리 등 현장 맞춤형 직무 연수로 구성됐으며 이와 함께 조직문화 정서 지원을 위한 다채로운 소양 교육도 마련됐다.

또 인문학 강의를 비롯해 스마트폰 사진 촬영, 자산 관리, 디지털 AI 업무 활용법 등 실생활과 밀접한 주제들이 포함됐으며 지역사회에 대한 이해를 높이기 위한 생태교육, 플로깅, 내 고장 탐구 등 체험 중심의 연수도 병행할 계획이다.

파주교육지원청은 내실 있는 운영을 위해 지난 3월 교육 수요자를 대상으로 사전 의견 조사를 실시했으며, 현장의 목소리를 적극 반영해 연수 과정을 선정했으며 연수 대상은 파주 관내 지방공무원이며 과정별로 30명에서 50명 규모로 운영된다.

전선아 교육장은 실질적인 수요에 기반한 맞춤형 연수 지원을 통해 교육행정의 전문성을 함양하고 공직자들이 함께 성장하는 즐거운 배움의 장이 되기를 기대한다고 밝혔다.

This program was planned with the goal of strengthening the capabilities of the educational community to realize "Dream & Shout Paju Future Education" and fostering an organizational culture where work and learning coexist.

The Paju Seum Academy is conducted in the form of one-day classes that combine job training with general education courses. The curriculum consists of field-tailored job training aimed at strengthening practical skills, covering topics such as expenditure and contract audit cases, budget flow, and payroll and labor management. In addition, diverse general education courses have been prepared to support the emotional well-being of the organizational culture.

Furthermore, the curriculum includes topics closely related to daily life, such as humanities lectures, smartphone photography, asset management, and the application of digital AI in the workplace. The plan also includes experience-based training to enhance understanding of the local community, such as ecological education, plogging, and exploring one's hometown. To ensure substantive operation, the Paju Office of Education conducted a preliminary opinion survey targeting education stakeholders last March and selected training courses by actively reflecting voices from the field. The training targets local government officials within the Paju jurisdiction, and each course is operated with a scale of 30 to 50 participants.

Superintendent Jeon Seon-ah stated that she hopes this will become an enjoyable learning environment where public officials can grow together and cultivate professional expertise in educational administration through customized training support based on practical needs.

Chairman Park, currently serving as the Chairman for the second half of the 8th Paju City Council, is known to have made continuous efforts to ensure the smooth operation of the council's basic functions, such as session management and proceedings. He has also actively participated in fulfilling the council's inherent roles, including acting as a check on the executive branch and presenting opinions on policy matters. 파주시 중앙도서관, 문학상주작가 지원사업 2년 연속 선정

파주시 중앙도서관이 문화체육관광부가 주관하고 한국문화예술위원회가 주최, 국민체육진흥공단이 후원하는 2026년 문학상주작가 지원사업에 2년 연속 선정됐다고 밝혔다.

이에 따라 중앙도서관은 지난해에 이어 올해도 작가와 함께 시민 대상 문학 프로그램과 창작 지원 활동을 본격적으로 운영할 계획이다.

이번 사업을 위한 작가 선정은 지난 3월 9일부터 23일까지 진행된 온라인 매칭박람회를 통해 이뤄졌으며, 총 20명의 작가가 지원한 가운데 심사를 거쳐 장경선 작가가 최종 선정됐고 장경선 작가는 지난해에 이어 두 번째로 중앙도서관 상주작가로 활동하게 된다.

문학상주작가 지원사업은 작가가 도서관에 상주하며 지역 주민을 위한 문학 프로그램을 기획하고 운영하는 동시에 창작활동을 병행할 수 있도록 지원하는 사업이며 이를 통해 시민들에게는 문학 향유 기회를 확대하고, 작가에게는 안정적인 창작 환경과 일자리를 제공하는 데 목적이 있으며, 선정 기관에는 상주작가 인건비와 프로그램 운영비 등이 지원된다.

장경선 작가는 1997년 3월 계간 자유문학 청소년단편소설 문학상 수상으로 등단했으며, 폴란드의 비밀양육원, 구름 한 조각, 그 여름의 사할린 등 다수의 작품을 발표해왔고 특히 역사적 배경을 바탕으로 한 어린이와 청소년 대상 소설을 꾸준히 집필해왔으며, 다양한 문학 프로그램을 기획하고 운영해 온 경험을 갖춘 작가로 평가받고 있다.

오는 5월부터 장 작가는 중앙도서관 3층 301호에 상주하며 읽는 사람에서 쓰는 사람으로, 이달의 독서모임, 읽고 쓴 기록, 한 권의 책 등 다양한 프로그램을 운영할 예정이며 이어 중앙도서관 제20회 독서마라톤 사업과 연계해 기존 독서와 서평쓰기 활동을 넘어 문학적 사유와 창작으로 확장하는 새로운 시도를 선보일 계획이다.

Paju Central Library announced that it has been selected for the 2026 Literature Resident Writer Support Program for the second consecutive year. The program is organized by the Ministry of Culture, Sports and Tourism, hosted by the Arts Council Korea, and sponsored by the Korea Sports Promotion Foundation.

Accordingly, following last year, the Central Library plans to actively operate literature programs for citizens and creative support activities in collaboration with the writer this year as well.

The selection of the writer for this program took place through an online matching fair held from March 9 to 23. Out of a total of 20 applicants, writer Jang Gyeong-seon was finally selected following a screening process, marking her second consecutive year serving as the Central Library's resident writer. The Literature Resident Writer Support Program is designed to support writers in residing at libraries, planning and operating literary programs for local residents while simultaneously engaging in creative writing. Its purpose is to expand opportunities for citizens to enjoy literature and to provide writers with a stable creative environment and employment. Selected institutions receive support covering the resident writer's personnel costs and program operating expenses.

Author Jang Kyung-sun made her literary debut in March 1997 by winning the Youth Short Story Award from the quarterly literary magazine Jayu Munhak. She has published numerous works, including *The Secret Orphanage in Poland*, *A Piece of Cloud*, and *Sakhalin in That Summer*. She is recognized as a writer with extensive experience in planning and operating various literary programs, particularly for her consistent writing of novels for children and young adults based on historical backgrounds. Starting this coming May, Author Jang will be based in Room 301 on the 3rd floor of the Central Library and plans to run various programs such as "From Reader to Writer," "Monthly Reading Club," "Record of Reading and Writing," and "One Book." Following this, in conjunction with the Central Library's 20th Reading Marathon project, he plans to introduce a new initiative that expands beyond existing reading and book review writing activities into literary thought and creation.

파주시 월롱도서관이 2026년 도서관주간을 맞아 우리 문화유산을 지켜낸 대표 인물 간송 전형필 선생의 삶과 업적을 되돌아보는 특별 강연 ‘천하제일 수집가, 간송 전형필’을 운영한다.

이번 프로그램은 간송 전형필 탄생 120주년을 기념해 마련된 것으로, 문화재 수집과 보존을 통해 민족의 예술적 얼과 자존심을 지켜낸 그의 삶을 통해 공공도서관의 지식 보존 가치를 시민들과 함께 나누기 위해 기획됐다.

강연은 오는 4월 18일과 25일, 오전 10시 30분부터 12시 30분까지 총 2회에 걸쳐 열리며 서울 간송미술관 전시교육팀장인 김영욱 박사가 강연자로 나서 전문적이면서도 생생한 해설을 제공할 예정이다.

1강에서는 ‘한국의 미를 지킨 대수집가’라는 주제로 간송 전형필의 생애와 시대적 배경을 살펴보고, 2강에서는 간송 컬렉션에 담긴 문화사적 의미와 수집 과정의 숨은 이야기를 중심으로 깊이 있는 강연이 이어진다.

이와 함께 도서관은 강연 기간과 맞물려 4월 1일부터 6월 27일까지 연계 전시 ‘문화보국: 문화로 나라를 지키다’를 진행하며 전시에서는 간송미술관 소장 유물의 영인본과 엽서 등이 공개돼 우리 문화유산의 아름다움과 가치를 시민들이 직접 체험할 수 있도록 구성됐다.

이인숙 문산도서관장은 “도서관주간을 맞아 역사적 인물을 기리는 뜻깊은 프로그램을 준비했다”며 “이번 강연을 통해 시민들이 도서관이 가진 지식 보존의 의미와 가치를 다시 생각해보는 계기가 되길 바란다”고 말했다.

이어 “전문 연구자의 해설을 통해 보다 깊이 있는 문화유산 이야기를 접할 수 있을 것”이라고 덧붙였다.

In celebration of Library Week 2026, Paju City Wolong Library is hosting a special lecture titled "The World's Greatest Collector, Gansong Jeon Hyeong-pil," which looks back on the life and achievements of Gansong Jeon Hyeong-pil, a representative figure who protected our cultural heritage.

This program was organized to commemorate the 120th anniversary of Gansong Jeon Hyeong-pil's birth. It was designed to share with citizens the value of knowledge preservation in public libraries through the life of a man who safeguarded the nation's artistic spirit and pride through the collection and preservation of cultural artifacts.

The lecture will be held twice, on April 18 and 25, from 10:30 AM to 12:30 PM. Dr. Kim Young-wook, Head of the Exhibition and Education Team at the Gansong Art Museum in Seoul, will serve as the lecturer, providing expert yet vivid commentary. Lecture 1 examines the life and historical context of Gansong Jeon Hyeong-pil under the theme "The Great Collector Who Preserved the Beauty of Korea," while Lecture 2 features an in-depth lecture focusing on the cultural and historical significance of the Gansong Collection and the hidden stories behind its collection process.

In conjunction with the lectures, the library is holding a related exhibition titled "Cultural Patriotism: Defending the Nation Through Culture" from April 1 to June 27. The exhibition showcases facsimile reproductions and postcards of artifacts from the Gansong Art Museum, designed to allow citizens to directly experience the beauty and value of our cultural heritage.

Lee In-sook, Director of Munsan Library, stated, "We have prepared a meaningful program to honor historical figures in celebration of Library Week." “공무원이 물품 대리구매 요구?” 파주시, ‘공무원 사칭’ 사기 주의보 발령

최근 전국적으로 공무원을 사칭해 물품 구매를 유도하는 보이스피싱과 공문서 위조 사기가 확산되면서, 파주시가 관내 납품업체와 시민들을 대상으로 각별한 주의를 당부하고 나섰다.

이번 사기 범죄는 실제 재직 중인 공무원의 이름과 직책, 부서 정보를 도용한 가짜 명함을 제시하거나, 공공기관 명의를 정교하게 위조한 구매 요청서를 보내 신뢰를 얻는 방식으로 이루어진다.

외형상으로는 진짜와 구분이 어려울 정도로 치밀하게 제작돼 피해 우려가 커지고 있다.

특히 사기범들은 업체가 평소 취급하지 않는 품목을 노리는 특징을 보이고 있다.

소방시설이나 공기호흡기, 손전등과 의료기기, 무인기(드론) 등 전문 장비의 대리 구매를 요구하며 접근한 뒤, 특정 업체에서 물품을 대신 구매해달라거나 선입금 또는 대리 결제를 유도하는 방식이다.

이후 금전이 지급되면 곧바로 연락을 끊고 잠적하는 사례가 확인되고 있다.

이에 파주시는 피해를 원천 차단하기 위해 ‘물품구매 진위여부 전담창구’를 즉시 가동하고 대응에 나섰다.

해당 창구는 공무원 실명과 소속 부서 확인, 공문서 진위 여부 검증, 사기 의심 사례 접수 및 경찰 연계 안내, 피해 예방 상담 등의 기능을 수행한다.

대표 전화번호를 통해 누구나 신속하게 확인할 수 있다.

시 관계자는 “공무원이나 유관기관이 개인이나 특정 업체에 물품 구매 대행을 요청하거나 계좌로 현금 입금을 요구하는 일은 절대로 없다”며 “대리 구매나 선입금을 요구하는 경우는 100% 사칭 범죄로 의심해야 한다”고 강조했다.

파주시는 현재 파주경찰서와 긴밀한 공조 체계를 유지하고 있으며, 피해 사례 접수 시 즉각적인 대응을 통해 추가 피해 확산을 막는다는 방침이다.

시는 조금이라도 의심스러운 연락을 받을 경우 지체 없이 전담창구에 문의하거나 수사기관에 신고할 것을 당부했다.

As voice phishing and official document forgery scams involving impersonation of public officials to induce product purchases have recently spread nationwide, Paju City has urged local suppliers and citizens to exercise extreme caution.

This fraud is carried out by gaining trust through the presentation of fake business cards that steal the name, position, and department information of actual public officials, or by sending purchase requests that have been meticulously forged under the name of a public institution.

These items are produced so meticulously that they are difficult to distinguish from the genuine ones based on appearance alone, raising serious concerns about potential damage.

In particular, the fraudsters are showing a tendency to target product categories that companies do not normally handle. The scheme involves approaching victims by requesting proxy purchases of specialized equipment, such as firefighting facilities, breathing apparatus, flashlights, medical devices, and drones. Subsequently, the perpetrators induce victims to purchase the items on their behalf from specific vendors or to make advance payments or proxy payments.

Cases have been confirmed where the perpetrators immediately cut off contact and disappear once the money is disbursed.

In response, Paju City has launched a dedicated "Product Purchase Authenticity Verification Center" to prevent damage at the source.

This center performs functions such as verifying the real names and departments of public officials, validating the authenticity of official documents, receiving reports of suspected fraud cases and coordinating with the police, and providing counseling for damage prevention.

Anyone can quickly verify this information via the main phone number.

A city official emphasized, "Public officials or related agencies never request that individuals or specific vendors act as purchasing agents for goods or demand cash deposits into their accounts," adding, "Any request for proxy purchases or advance payments should be suspected 100% as an impersonation crime." Paju City is currently maintaining a close cooperative system with the Paju Police Station and plans to prevent the spread of further damage by responding immediately upon receiving reports of incidents.

The city urged the public to contact the dedicated hotline or report to investigative agencies without delay if they receive any contact that appears even slightly suspicious.
