파주시가 여름철 집중호우와 태풍에 대비해 재난 취약지역에 대한 선제적 안전관리 강화에 나섰다.

파주시는 손배찬 시장이 지난 6일 상습 침수 우려 지역인 파평면 율곡리의 '율곡 자연재해위험개선지구 정비사업' 현장을 찾아 사업 추진 상황과 재난 대응 체계를 점검했다고 밝혔다.

이번 현장 방문은 시민 안전을 최우선으로 하는 현장 중심 행정의 일환으로 추진됐다. 

손 시장은 침수 예방 시설과 공사 진행 상황을 직접 확인하며 여름철 집중호우에 대비한 안전관리 실태를 면밀히 살폈다.

율곡리 일대는 집중호우 시 임진강 수위가 상승하면 마을 내부의 빗물이 자연적으로 배수되지 못해 반복적인 침수 피해가 발생해 온 지역이다. 

이에 파주시는 총사업비 284억 원을 투입해 배수 체계를 근본적으로 개선하는 자연재해위험개선지구 정비사업을 추진하고 있으며, 올해 12월 준공을 목표로 공사를 진행 중이다.

이번 사업은 임진강 수위가 높아져도 강제로 빗물을 배출할 수 있는 배수펌프장 2곳을 신설하고, 집중호우 시 빗물을 일시적으로 저장하는 유수지를 정비하는 것이 핵심이다. 

아울러 건말소하천과 국도 부체도로의 배수시설을 정비해 원활한 물길을 확보하고 침수 피해를 예방할 계획이다.

손 시장은 이날 배수펌프장 예정지와 하천 정비 구간 등을 둘러보며 공사 진행 상황을 점검한 뒤 철저한 현장 관리와 안전대책 마련을 당부했다.

손 시장은 "율곡리 주민들이 반복적인 침수 우려로 겪어온 불안을 하루빨리 해소할 수 있도록 사업 추진과 현장 관리에 최선을 다해야 한다"며 "시민의 생명과 재산을 지키는 일에는 한 치의 소홀함도 있어서는 안 된다"고 말했다.

이어 "철저하지 못한 현장 관리로 인해 안타까운 사고가 발생하는 인재라는 말이 결코 나오지 않도록 만전에 만전을 기해 관리해 달라"고 강조했다.

또한 공사 관계자들에게 우기 동안 토사 유출과 배수 불량, 가시설 안전사고 등을 예방하기 위한 철저한 현장 안전관리를 주문하는 한편, 폭염 속에서 근무하는 현장 근로자들의 온열질환 예방에도 각별히 신경 써 줄 것을 당부했다.
