민경선 고양시장 당선인이 권위적이고 폐쇄적인 시장실 문화를 벗어나 시민과의 소통을 최우선으로 하는 '열린 시장실' 조성에 나선다. 

시장실을 청사 2층에서 1층으로 이전하고 시민 소통 기능을 한곳에 모아 접근성과 행정 효율성을 높이겠다는 구상이다.

당선인 측은 시청사 2층에 위치한 시장실을 1층으로 옮기고, 비서실과 소통협력담당관 등 시민과 직접 소통하는 부서를 함께 배치하는 청사 재배치를 추진한다고 밝혔다. 

이는 시민과 시장 간 물리적·심리적 거리를 좁혀 누구나 쉽게 찾을 수 있는 열린 행정 공간을 조성하기 위한 조치다.

새로운 시장실은 특히 장애인과 고령자 등 교통약자의 접근성을 크게 높일 것으로 기대된다. 

시장이 시민들의 다양한 민원과 의견을 직접 듣고 해결 방안을 모색하는 현장 중심 행정을 강화하는 한편, 구청장과 실·국·소장 등 간부공무원들이 적극적으로 문제 해결에 나서는 협업 체계도 구축할 계획이다.

시장실 이전에 맞춰 청사 공간도 함께 재편된다. 

현재 1층에 있는 정보공개실과 재산관리과 청사관리팀은 기존 비서실과 소통협치담당관이 위치했던 2층으로 이전하며, 회계과는 외청으로 자리를 옮긴다. 

기존 2층 시장실은 소회의실 등 직원들의 회의 공간으로 활용해 내부 소통과 업무 효율성을 높일 예정이다.

이와 함께 제기된 시장실 이전 비용 논란에 대해서도 당선인 측은 선을 그었다. 

일부에서 최대 5억 원 규모의 공사비가 필요하다는 관측이 나왔지만, 이는 실무부서가 인수위원회에 보고한 초기 리모델링 계획에 따른 단순 추정치일 뿐 당선인의 의사가 반영된 내용은 아니라는 설명이다.

당선인 측은 방음벽 설치 등 불필요한 시설 공사는 제외하고, 가벽 설치와 도배 등 최소한의 공간 정비만 진행해 예산을 절감할 방침이다.

1층 집무실 운영에 따른 청사 방호와 안전 문제에 대해서도 대비책을 마련했다. 

기존 시장실 방호 인력을 1층으로 재배치하고 출입관리 체계를 정비하는 한편, 시민과의 상시 소통을 통해 갈등 요인을 사전에 해소하며 안전한 운영 시스템을 구축하겠다고 밝혔다.

시장실 이전 공사는 오는 7월 중 착공해 9월 말 준공을 목표로 추진되며, 공사가 마무리되는 대로 새 집무실에서 본격적인 업무를 시작할 예정이다.
