고양특례시, 여름철 재난 ‘전방위 대응체계’ 가동…시민 안전에 총력

고양특례시가 여름철 국지성 집중호우와 태풍 등 자연재난에 대비해 시민의 생명과 재산을 보호하기 위한 전방위 재난 대응체계를 본격 가동한다.

 

시는 침수 피해가 반복되는 지역의 근본적인 개선을 위해 대규모 재해예방사업을 추진하는 한편, 재난 취약계층 보호와 현장 대응력 강화, 유관기관 공조체계 구축 등을 통해 여름철 재난 대응에 총력을 기울인다고 밝혔다.

고양시는 지난 2023년부터 정부 국·도비 공모사업을 통해 총 5건, 1,894억 원 규모의 재해예방사업을 확보해 추진 중이다. 

 

대표적으로 덕양구 강매동 일원에서는 성사천 유역의 홍수 피해 예방을 위한 강매 자연재해위험개선지구 정비사업이 지난 3월 착공됐다.

사업이 완료되면 분당 4,060톤의 배수 능력을 갖춘 대용량 펌프장과 4만7,400㎡ 규모의 유수지가 조성돼 도심 침수 피해를 크게 줄일 것으로 기대된다.

 

관산동 두포천 일대에서도 반복적인 침수 피해를 해소하기 위한 정비사업이 추진된다. 

 

시는 총 468억 원을 투입해 기본 및 실시설계를 진행 중이며, 지역의 지형적 특성과 토지 이용 현황을 반영한 정비계획을 수립하고 있다.

시는 지난해 시간당 100㎜가 넘는 극한호우로 피해를 입은 능곡동과 행신동 등의 사례가 재발하지 않도록 침수 위험지역에 대한 사전 점검도 마쳤다. 

 

빗물받이와 지하차도, 반지하주택 등 침수 우려 시설을 전수 조사했으며, 이 가운데 44개소를 인명피해 우려지역으로 지정해 집중 관리하고 있다.

 

특히 재난 발생 시 신속한 대피를 위해 거동이 불편한 노약자와 장애인 등 우선 대피 대상자에게 지역 사정에 밝은 직능단체 회원을 1대 1 대피 조력자로 지정해 골든타임 확보에 나선다.

또한 위기 상황에서는 객관적인 기준에 따라 사전 통제를 실시할 수 있도록 정량화된 대응 체계를 마련했다.

시는 24시간 재난안전상황실을 운영하며, 호우특보 발효 시 5단계 비상근무 체계에 따라 현장과 동 행정복지센터에 인력을 집중 배치할 계획이다.

 

또한 재난안전통신망(PS-LTE)을 활용해 경찰과 소방, 군부대, 한국전력공사 등 유관기관과의 실시간 협조체계를 강화하고 있다.
