더불어민주당 민경선 고양시장 후보가 고양시 소상공인들의 현장 목소리를 직접 청취하며 규제 개혁과 지원 확대를 골자로 한 ‘소상공인 중심 지역경제 활성화’ 방안을 제시했다.

민 후보는 지난 19일 자신의 선거사무실에서 고양시 상인연합회 회장단과 간담회를 열고 지역 상권 활성화와 소상공인 지원 대책에 대해 논의했다. 

이날 간담회에서는 과도한 규제와 높은 예산 부담으로 인해 현장에서 겪고 있는 어려움이 집중적으로 제기됐다.

상인연합회 측은 “고양시가 다른 지자체에는 없는 ‘공모사업 자부담 30%’ 조건을 요구하고 있어 국·도비 지원사업에 참여하기조차 어려운 상황”이라며 “좋은 취지의 사업이 있어도 현실적으로 신청 자체가 부담이 된다”고 호소했다.

또한 전통시장 및 상점가 구역 확대 과정에서 요구되는 까다로운 소유주 동의 절차와 각종 행정 규제가 소상공인의 발목을 잡고 있다며 관련 조례 정비와 절차 간소화를 건의했다.

이에 대해 민경선 후보는 현장의 목소리에 깊이 공감한다며 공무원 중심의 행정에서 벗어나 실질적인 현장 중심 행정을 추진하겠다고 밝혔다.

민 후보는 우선 시정 자문기구에 상인연합회가 추천하는 소상공인 전문가를 직접 참여시키겠다고 약속했다. 

정책 수립 단계부터 현장 상인의 의견을 반영해 실효성 있는 지원책을 마련하겠다는 구상이다.

또한 국·도비 공모사업 과정에서 문제가 되고 있는 자부담 구조를 전면 개선하겠다고 밝혔다. 

그는 “과도한 자부담 비율로 인해 고양시 소상공인들이 각종 지원 혜택에서 소외되지 않도록 시 차원의 매칭 구조를 혁신하겠다”고 강조했다.

이와 함께 전통시장과 상점가 활성화를 가로막는 각종 규제와 조례도 정비하겠다는 방침을 밝혔다.

민 후보는 “고양시가 ‘장사하기 힘든 도시’라는 인식을 반드시 바꾸겠다”며 “불합리한 규제를 완화하고 상인들과의 소통을 더욱 강화하겠다”고 말했다.

이어 “낮은 자세로 소통하되 정책 추진은 강력하게 밀어붙이겠다”며 “소상공인이 먼저 살아나는 고양시를 반드시 만들겠다”고 강조했다.
