고양특례시와 경기도사회서비스원이 정보 부족으로 복지 지원을 받지 못하는 취약계층을 위해 촘촘한 민·관 협력 체계 구축에 나섰다.

고양시와 경기도사회서비스원은 지난 18일 일산종합사회복지관에서 관내 사회복지 관련 기관·단체 8개소와 함께 ‘복지정보안내도우미 사업’ 활성화를 위한 다자간 업무협약을 체결했다고 밝혔다.

‘복지정보안내도우미 사업’은 은퇴한 사회복지 종사자와 공무원의 전문성을 활용해 복지 취약계층을 직접 찾아가는 맞춤형 복지 서비스다. 

사업 참여자들은 정보 접근성이 낮아 필요한 지원을 받지 못하는 시민들을 방문해 가구별 상황에 맞는 복지 정보를 제공하고, 필요한 복지서비스와 연계하는 역할을 수행한다.

이번 협약은 사업 수행기관 변경에 따라 고양시 내 협력체계를 새롭게 정비하고, 복지 사각지대에 놓인 정보 취약계층을 적극적으로 발굴·지원하기 위해 추진됐다.

협약에는 고양시와 경기도사회서비스원을 비롯해 일산서구보건소, 고양시지역사회보장협의체, 고양시사회복지협의회, 덕양행신종합사회복지관, 고봉종합사회복지관, 일산종합사회복지관, 대화노인종합복지관, 일산노인종합복지관 등 총 9개 기관·단체가 참여했다.

이날 협약식에는 각 기관 관계자들과 함께 고은정도 참석해 사업 활성화에 대한 기대를 나타냈다.

참여 기관들은 앞으로 복지 정보 소외계층 발굴과 맞춤형 복지서비스 연계, 지자체와 유관기관 간 유기적 협력체계 구축, 기관별 특성을 반영한 다각적 협력 추진 등에 힘을 모을 계획이다.

안혜영 경기도사회서비스원장은 “돌봄이 필요한 도민에게 적시에 정확한 복지 정보를 전달하는 것이 무엇보다 중요하다”며 “이번 협약을 계기로 고양시 민관 협력체계를 더욱 촘촘히 구축해 통합돌봄 기반을 강화하고, 복지 사각지대 해소와 지역 중심 복지안전망 구축에 최선을 다하겠다”고 말했다.

고은정 경기도의회 경제노동위원회 위원장은 “정보 소외가 복지 소외로 이어지는 경우가 많다” 또한 “스스로 정보를 찾기 어려운 취약계층을 직접 찾아가 안내하는 서비스가 꼭 필요하다"며  이번 협약이 정보 취약계층의 복지 문턱을 낮추는 계기가 되길 바라며 경기도의회에서도 적극 지원하겠다”고 밝혔다.

이경희고양시 사회복지국장은  “오늘 협약을 계기로 고양시와 경기도사회서비스원, 협약기관이 ‘한 팀’이 돼 긴밀히 소통할 수 있도록 적극 지원하겠다”며 “사업이 지역사회에 안정적으로 자리 잡을 수 있도록 관계기관의 지속적인 관심과 협력을 부탁드린다”고 말했다.
