고양특례시가 여름철 집중호우와 태풍 등 자연재난에 선제적으로 대응하기 위해 본격적인 비상대응 체제에 돌입했다.

고양시는 지난 14일 신평배수펌프장에서 ‘2026년 여름철 재난안전대책본부 발대식’을 개최하고, 오는 5월 15일부터 10월 15일까지 5개월간 여름철 자연재난 대응 체계를 본격 가동한다고 밝혔다.

이날 발대식에는 제2부시장을 비롯한 재난안전대책본부 관계 부서장들이 참석해 여름철 자연재난 대비 중점 추진사항을 점검하고, 배수펌프장 시설을 직접 시찰하며 대응 태세를 확인했다.

시는 기후변화로 인해 국지성 폭우와 강풍 등 예측이 어려운 기상 상황이 잦아지는 만큼 현장 중심의 선제 대응 체계를 강화해 시민의 생명과 재산 피해를 최소화한다는 방침이다.

이를 위해 시는 대책본부 운영에 앞서 인명피해 우려지역과 주요 방재시설에 대한 사전 점검을 완료했다. 

특히 저지대 침수 예방을 위해 배수펌프장 가동 상태를 집중 점검하고, 빗물받이 및 하수관로 준설 작업을 실시해 집중호우 시 원활한 배수가 가능하도록 대비를 마쳤다.

재난 발생 시 신속한 대응을 위한 상황관리 체계도 한층 강화됐다. 

시는 부단체장 직보체계를 유지하고 상황실 총책임자를 실국장급으로 지정해 신속한 의사결정이 가능하도록 했다. 

또한 각 동 행정복지센터에 전담 인력을 배치하고 실시간 상황 공유체계를 구축해 현장 대응력을 높였다.

아울러 시 전역에 설치된 1만여 대의 CCTV를 적극 활용해 재난 취약시간대와 동시다발적 재난 상황에도 빈틈없는 감시체계를 유지할 계획이다. 

이를 통해 재난 발생 시 보다 빠르고 효율적인 현장 대응이 가능할 것으로 기대된다.

시 관계자는 “올여름은 기후변화 영향으로 예측하기 어려운 기상 상황이 우려되는 만큼 현장 중심의 선제 대응이 무엇보다 중요하다”며 “공백 없는 재난 대응 시스템을 통해 시민들이 안심할 수 있는 안전한 고양시를 만드는 데 최선을 다하겠다”고 말했다.
