더불어민주당 민경선 고양시장 후보가 5·18 민주화운동 46주년을 맞아 민주주의 정신을 지역사회에 뿌리내리기 위한 ‘자치도시’ 및 ‘평화도시’ 구상을 발표하며 시민 중심 시정 운영과 평화 인프라 구축 의지를 밝혔다.

민 후보는 “한국 민주주의는 수많은 시민들의 희생과 헌신으로 이뤄낸 값진 결실”이라며 “5·18 민주화운동 정신이 고양시 곳곳에 살아 숨 쉬도록 민주주의의 깃발 아래 다시 연대해야 한다”고 강조했다.

그는 민주주의의 궁극적인 가치로 ‘자치’를 제시하며, 시민이 직접 시정 운영에 참여하는 자치도시 고양을 만들겠다고 밝혔다. 

이를 위해 주민자치회의 권한과 역할을 강화해 풀뿌리 민주주의를 활성화하고, 지역 주민이 동장을 직접 선출하는 개방형 동장임명제 도입도 시범적으로 검토하겠다고 설명했다.

또한 시민과의 소통 강화를 위한 정책도 내놓았다. 

주요 시정 현안과 정책 정보를 정기적으로 공개하고 시민과 직접 의견을 나누는 ‘타운미팅’을 정례화하는 한편, 시장실을 시청사 1층으로 이전해 시민 접근성을 높이고 간부회의를 실시간 생중계하는 등 투명한 행정을 구현하겠다는 구상이다.

민 후보는 접경지역이라는 고양시의 지리적 특성을 살려 평화도시 조성에도 적극 나서겠다고 밝혔다. 

특히 운영 예산 부족으로 현재 문을 닫은 상태인 ‘김대중 대통령 일산 사저’를 재개방해 민주주의와 평화의 상징 공간으로 다시 활성화하겠다고 약속했다.

이와 함께 국제 평화 협력 기반 구축을 위해 고양시에 ‘유엔(UN) AI 허브’를 유치하고, 한국전쟁 당시 민간인 희생의 아픔이 남아 있는 금정굴 현장을 평화공원으로 조성해 역사적 상처를 치유하고 평화 교육의 공간으로 활용하겠다는 계획도 제시했다.
