고양특례시 청소년들이 실제 시의회 본회의장에서 지방의회의 기능과 역할을 직접 체험하며 민주 시민으로서의 첫걸음을 내디뎠다.

고양특례시의회는 지난 14일 의회 본회의장에서 발산중학교 학생 21명이 참여한 가운데 ‘2026년 청소년 의회체험교실’을 개최했다고 밝혔다.

이번 프로그램은 청소년들이 지방의회의 역할과 기능을 이해하고, 실제 의정활동 과정을 직접 체험하며 민주주의의 기본 원리를 자연스럽게 익힐 수 있도록 마련됐다.

이날 학생들은 의장과 시의원, 의회사무국장 등의 역할을 직접 맡아 모의의회 전 과정을 주도적으로 진행했다. 

특히 ▲‘청소년 안심구역 지정 및 확대 조례안’ ▲‘청소년 전용 건전 문화 공간 확충 및 지원 조례안’ 등 청소년들의 생활과 밀접한 안건을 직접 상정해 눈길을 끌었다.

학생들은 2분 자유발언을 통해 자신의 의견을 적극적으로 제시했으며, 조례안 제안설명과 찬반 토론에도 진지하게 참여했다. 

이어 실제 지방의회 운영 방식과 동일하게 의사봉 타격과 기립 표결을 진행하며 생생한 의사결정 과정을 체험했다.

행사 종료 후 진행된 설문조사에서는 참가 학생의 95.2%가 “민주적 의사결정 과정을 이해하는 데 도움이 됐다”고 응답하며 높은 만족도를 나타냈다. 

실제 본회의장에서 진행된 현장 체험형 프로그램이 학생들의 몰입도와 이해도를 높이는 데 긍정적인 영향을 미친 것으로 평가된다.

고양특례시의회 관계자는 “학생들이 서로의 의견을 당당하게 밝히고, 다른 생각을 경청하며 조율해 나가는 모습이 매우 인상적이었다”며 “올해 첫 회차를 성공적으로 마친 만큼 하반기에도 두 차례 추가 운영을 통해 청소년들에게 열린 의회를 지속적으로 제공해 나가겠다”고 밝혔다.
