국민의힘 이동환 고양시장 후보가 민선 8기 핵심 과제로 추진해 온 ‘일자리 중심 경제도시’ 구상을 전면에 내세우며 고양특례시 경제 체질 혁신을 위한 청사진을 발표했다.

이동환 후보는 18일 오전 고양시 화정동 선거사무실에서 기자회견을 열고 “대학과 기업 유치, 일자리 창출을 하나의 축으로 연결해 고양특례시의 미래 판도를 바꾸겠다”며 양질의 일자리 30만 개 창출을 핵심 목표로 제시했다.

이 후보는 이를 실현하기 위한 핵심 전략으로 ‘시장 직속 고용혁신본부’ 신설을 약속했다. 

시장이 직접 기업 유치부터 인허가, 규제 해소까지 전 과정을 챙기는 ‘원스톱 하이패스 행정’을 도입해 기업 활동의 문턱을 낮추고, 파격적인 세제 지원 방안도 함께 추진하겠다는 구상이다.

또한 시 재정을 마중물 삼아 민간 벤처자본을 유치하는 1,000억 원 규모의 ‘고양 혁신 펀드’를 조성해 미래 성장산업과 혁신기업에 대한 투자를 확대하겠다고 밝혔다. 

이와 함께 투자유치 촉진 조례를 개정해 토지매입비와 고용보조금을 지원하고, 기존 예산 구조를 재편해 일자리 창출 효과가 높은 핵심 사업에 재원을 집중 투입하겠다고 설명했다.

이 후보는 경제자유구역 조기 완성을 중심축으로 한 지역별 개발 청사진도 공개했다. 

그는 대곡역세권을 한국형 AI밸리 지식융합단지와 물류·비즈니스 거점으로 육성하고, 일산테크노밸리는 한강 조망권을 갖춘 국가첨단 전략산업단지로 조성해 조기 분양을 추진하겠다고 밝혔다. 

또한 고양 방송영상밸리를 K-콘텐츠 핵심 기업단지로 성장시켜 청년 일자리를 대거 창출하겠다는 계획도 내놓았다.

특히 이 후보는 자신이 취임 직후 1호로 결재했던 경제자유구역 사업을 언급하며 “기업이 찾아오는 도시를 만드는 것이 곧 고양의 미래 경쟁력”이라고 강조했다.

최근 제기된 해외 출장 관련 비판에 대해서도 정면 대응에 나섰다.

그는 스스로를 ‘고양시 1호 영업사원’이라고 표현하며 “기업과 투자를 유치하기 위해 언제나 을의 자세로 현장을 뛰어다녔다”며 “고양의 미래 먹거리를 확보하기 위한 불가피한 행보였다”고 말했다.

기자회견 말미에는 경제자유구역 지정 지연 문제를 두고 경기도와 상급 기관을 향한 강도 높은 비판도 이어졌다. 

이 후보는 “경제자유구역 지정이 늦어지는 이유는 정책적 판단이 아니라 정치적·정무적 이해관계 때문”이라며 “지정을 지연시키고 있는 주체가 경기도지사인지, 산업부 장관인지, 대통령인지 묻고 싶다”고 목소리를 높였다.

이어 “108만 고양시민의 염원을 더 이상 외면해서는 안 된다”며 “경제자유구역 지정과 관련한 즉각적이고 책임 있는 결단이 필요하다”고 촉구했다.
