파주시가 여름철 자연재난 대책 기간(5월 15일~10월 15일)을 맞아 태풍과 집중호우 등 이상기후에 대비한 선제 대응 체계 구축에 나섰다.

파주시는 지난 14일 문산천 둔치에서 경찰과 소방, 경기도 등 유관기관과 함께 ‘여름철 자연재난 사전대비 관계기관 합동훈련’을 실시했다고 밝혔다. 

이번 훈련은 기습적인 극한 호우 상황에서 시민의 생명과 재산을 보호하기 위한 실전 대응 역량을 강화하기 위해 마련됐다.

이날 훈련은 시간당 80mm 이상의 집중호우와 서해 조위 상승으로 문산천이 범람하는 상황을 가정해 진행됐다. 

특히 실제 재난 발생 가능성이 높은 야간 시간대인 오후 9시를 기준으로 설정해 현장 대응의 현실성을 높였으며, 주민들도 직접 훈련에 참여해 긴장감을 더했다.

시는 재난안전통신망(PS-LTE)을 활용해 현장 상황을 실시간으로 공유하며 관계기관 간 협업 체계를 점검했다. 

훈련 과정에서 파주시는 상황 전파와 총괄 지휘, 이재민 구호물품 배부를 맡았고, 경찰은 주민 대피 구역 통제와 질서 유지를 담당했다. 

소방당국은 하천변 행락객 수색과 인명 구조 활동을 수행하며 실제 재난 상황을 방불케 하는 대응 훈련을 펼쳤다.

특히 이번 훈련에서는 노령층 등 자력 대피가 어려운 교통약자를 우선 구조 대상으로 설정하고 대응 절차를 집중 점검했다. 

대피 명령 발령과 동시에 지정 대피소를 개방하고 구호물품을 전달하는 등 실제 재난 발생 시 예상되는 다양한 상황을 종합적으로 확인했다.

최병갑 파주시 부시장은 “이상기후로 인해 예측하기 어려운 자연재난이 빈번하게 발생하고 있다”며 “실전 같은 합동훈련과 빈틈없는 현장 점검을 통해 시민 안전을 지키는 데 모든 행정력을 집중하겠다”고 말했다.

한편 파주시는 여름철 자연재난 대책 기간 동안 재난 취약지역과 시설물에 대한 집중 점검을 이어갈 계획이다.
