고양특례시가 K-패스에 월 무제한 정액권 방식의 '모두의 카드'가 새롭게 도입되면서 시민들의 교통비 부담이 크게 줄어들 것으로 기대된다고 30일 밝혔다.

국토교통부 산하 대도시권광역교통위원회가 추진하는 K-패스는 전국 단위 대중교통비 환급 사업으로, 월 15회 이상 시내버스, 지하철, 광역버스, GTX 등을 이용하면 교통비 일부를 환급받을 수 있다.

올해부터 새롭게 선보인 '모두의 카드'는 기존 정률 환급 방식과 달리 월 교통비 지출 상한을 정하고 초과분을 전액 환급하는 방식이다. 

지난해까지는 교통비 지출액의 20~53%를 환급받았지만, 이제는 일정 금액 이상은 모두 돌려받을 수 있게 됐다.

'모두의 카드'는 별도 신청 없이 월 15회 이상 대중교통 이용 시 자동 적용되며, 회당 평균 이용 금액 3천 원을 기준으로 일반형과 플러스형이 자동 구분된다. 

이용자에게 더 유리한 방식이 적용되는 것이 특징이다.

수도권 기준을 적용받는 고양시민의 경우 성인 일반형은 월 6만2천 원, 플러스형은 월 10만 원까지만 부담하면 된다. 

이를 초과한 교통비는 다음 달 전액 환급된다.

청년과 2자녀 가구, 65세 이상 어르신은 일반형 월 5만5천 원, 플러스형 월 9만 원으로 상한선이 더 낮아진다. 

3자녀 이상 가구와 저소득층은 일반형 월 4만5천 원, 플러스형 월 8만 원까지만 부담하면 돼 혜택이 더욱 크다.

기존 정률 환급 방식도 개선됐다. 

65세 이상 어르신을 위한 별도 환급 유형이 신설되면서 환급률이 20%에서 30%로 상향 조정돼 고령층의 이동권이 강화됐다.

시는 K-패스와 함께 서울시 기후동행카드 사업도 병행 운영하고 있다. 

서울-고양 간 출퇴근·통학 수요가 많은 지역 특성을 반영한 조치다.

2024년 1월 시범사업 당시 고양시를 경유하는 서울시 면허 버스 28개 노선과 지축역에서만 사용 가능했던 기후동행카드는 지난해 11월부터 관내 지하철 3호선·경의중앙선·서해선 등 26개 역사로 사용 범위가 대폭 확대됐다.

시 관계자는 "K-패스 확대와 기후동행카드 병행 운영을 통해 시민들의 교통비 부담을 낮추는 동시에 대중교통 이용 활성화를 통한 탄소 저감에도 기여할 것으로 기대한다"고 밝혔다.

한편, K-패스 사업과 연계해 추가 혜택을 제공하던 'The 경기패스' 사업은 도와 시의 사업 재정 분담 비율에 대한 이견으로 지난해 말 종료됐다.

 이에 따라 올해부터 35~39세 고양 시민은 K-패스 청년 유형에서 일반 유형으로 전환돼 관련 혜택을 받게 된다.
