고양특례시가 2026년부터 기준 중위소득이 역대 최대 폭으로 인상되면서 더 많은 저소득 가구가 국가의 복지 혜택을 받게 될 전망이다.

고양시는 2026년 기준 중위소득이 4인 가구 기준 전년 대비 6.51% 인상된 649만 4,738원으로 결정됐다고 15일 밝혔다. 

특히 기초생활보장 수급 가구의 대다수를 차지하는 1인 가구의 경우 7.20%가 인상돼 더 높은 인상률이 적용된다.

이번 중위소득 인상으로 생계급여 선정 기준이 1인 가구 기준 5만 5천 원, 4인 가구 기준 12만 7천 원 상향되면서 보다 많은 시민이 기초생활보장 제도의 보호를 받을 수 있게 됐다.

수급 대상 확대와 함께 제도 개선도 추진된다. 

]청년층의 근로 참여와 자립을 지원하기 위해 근로·사업소득 추가 공제 적용 대상 연령이 기존 29세 이하에서 34세 이하로 확대된다. 

추가 공제금액도 기존 40만 원에서 60만 원으로 인상됐다.

의료급여 분야에서도 큰 변화가 있다. 

기존에는 부양의무자의 소득 수준에 따라 의료급여 수급자에게 10%의 부양비를 부과했으나, 2026년부터 이를 전면 폐지해 취약계층의 의료비 부담을 덜어줄 계획이다.

기준 중위소득 인상에 따라 차상위계층 범위도 확대돼 그동안 지원 대상에서 제외됐던 저소득 가구도 각종 감면 혜택과 복지 서비스를 받을 수 있게 됐다. 

이를 통해 제도 간 사각지대가 크게 줄어들 것으로 기대된다.

또한 갑작스러운 실직이나 질병, 사고 등으로 위기 상황에 처한 가구를 신속하게 지원하기 위한 긴급복지지원액도 4인 가구 기준 전년 대비 6.5% 인상된 199만 5천 원으로 상향됐다.
