고양특례시가 올해 개발부담금 징수 과정에서 국가귀속분에 대한 징수 위임수수료 4억 2천만 원을 세입으로 확보했다고 8일 밝혔다.

개발부담금은 토지 개발로 발생하는 개발이익을 환수해 토지의 효율적 이용을 촉진하기 위한 제도다. 

이 중 50%는 「지방자치분권 및 지역균형 발전에 관한 특별법」에 따라 국가에 귀속되며, 지방자치단체가 국가 귀속분을 대신 징수할 경우 납입 금액의 7%를 징수 위임 수수료로 받게 된다.

시는 2024년 하반기부터 2025년 3분기까지 약 60억 원의 국비 귀속분을 징수하며 이에 따른 수수료 수입을 확보했다.

이번 성과는 개발부담금 관리 체계를 강화한 결과로 평가된다. 

시는 체계적인 징수 관리를 위해 3단계 관리 체계를 운영하고 있다.

먼저 1단계로 납부 기한 도래 전 사전 안내를 통해 체납을 예방하고, 2단계로 체납 발생 즉시 우편과 문자 안내로 납부를 독려한다. 

3단계에서는 장기 체납 시 재산 압류 및 보증보험 청구를 통한 강제 징수를 실시한다.

또한 시는 납부 의무자의 경제적 여건을 고려해 일부 납부 후 납부 기한 연기나 분할 납부를 유도함으로써 단순 체납을 줄였다. 

반면 장기·상습·고액 체납자에 대해서는 강력한 강제 징수 조치를 취했다.

시 관계자는 "개발부담금은 지역개발로 발생한 이익을 사회에 환원하는 데 필요한 공공 재원"이라며 "납부의무자가 스스로 성실히 납부 의무를 이행할 수 있도록 안내를 강화해 시 재정 건전성과 공공성 확대에 힘쓰겠다"고 말했다.

고양시는 앞으로도 체계적인 개발부담금 관리를 통해 안정적인 재원 확보와 함께 공정한 과세 행정을 실현해 나갈 계획이다.
