고양특례시가 시민의 창의적 아이디어를 바탕으로 한 '초소형가전 수거·재활용 시범사업'을 이달부터 본격 추진한다.

시는 17일 고양시 탄소중립지원센터와 함께 11월부터 2개월간 시민참여형 자원순환 프로그램을 운영한다고 밝혔다.

이번 시범사업은 지난 4~6월 진행된 '탄소중립 시민 아이디어 공모전' 최우수상 제안을 실제 정책으로 구현한 것으로, 행정이 아닌 시민의 목소리에서 출발한 첫 탄소중립 실천사업이라는 점에서 주목받고 있다.

사업 대상은 고장나거나 더 이상 사용하지 않는 보조배터리, 손풍기, 전동칫솔, 멀티탭 등 가정에서 쉽게 버려지는 초소형 전자제품들이다. 

그동안 이들 제품은 별도 수거체계가 없어 일반쓰레기로 배출돼 왔으며, 이 과정에서 자원 낭비는 물론 배터리 폭발이나 화재 등 안전사고의 위험도 상존해 왔다.

시는 이번 사업을 통해 기존의 플라스틱, 캔 등 재활용품과 함께 소형가전도 별도로 배출할 수 있는 시스템을 마련했다. 

현재 복합문화공간 '재미공작소'와 '흰돌종합사회복지관' 두 곳에 전용 수거함을 설치했으며, 두 장소 모두 고양시 자원순환가게 수거함이 운영되는 곳이어서 시민들의 접근성이 높다.

이번 시범사업은 2026년 시행될 법 개정을 앞둔 선제적 대응이라는 점에서도 의미가 크다. 

「전기·전자제품 및 자동차의 자원순환에 관한 법률」 개정에 따라 내년부터는 블루투스 이어폰, 전동 킥보드 등 소형·중형 전자제품까지 재활용 대상이 확대될 예정이다. 

고양시는 이러한 변화에 미리 대비해 시민 참여형 자원순환 모델을 구축하는 선도 사례를 만들어가고 있다.

시 관계자는 "이번 시범사업은 행정이 아닌 시민의 창의적 제안에서 출발한 첫 탄소중립 실천사업이라는 점에서 의미가 크다"며 "앞으로도 시민과 함께 생활 속 탄소중립 실천문화를 지속적으로 확산해 나가겠다"고 말했다.
