고양특례시의회 김미경 시의원(능곡·백석1·2동)이 13일 열린 제299회 고양시의회 제2차 정례회 시정질문을 통해 고양시 교통행정의 지연된 대응 문제를 강하게 지적하며 시민 이동권 침해에 대한 대책 마련을 촉구했다.

김 의원은 먼저 069번 마을버스의 주말 미운행 문제를 도마 위에 올렸다. 평일 70명 이상이 이용하는 노선임에도 주말 운행이 중단돼, 특히 신평동 어르신들이 섬말다리 정류소까지 1km를 걸어야 하는 현실을 지적하며 교통약자의 불편 해소에 소극적인 시의 태도를 질타했다.

김 의원은 누리버스나 이음택시 등 비교적 도입 절차가 간단한 대체교통수단 도입에도 시가 미온적이라며 신속한 개선을 요구했다.

또한 072번 마을버스의 계통분리 후 증차 지연 문제에 대해 "운수업체 변경은 행정 내부 사정일 뿐, 그 피해는 결국 시민에게 돌아갔다"고 비판했다. 

이어 실시간 모니터링과 즉시 조정이 가능한 순환형 행정 체계 구축을 강조했다.

김 의원은 대곡역 임시주차장 사용 종료와 노상주차장 준공 사이에 최대 4개월의 공백이 발생하는 점을 지적하며, 이는 "예측 가능한 일정이었음에도 선제적 대응이 없었음"을 방증한다고 비판했다.

아울러 높은 환승주차장 요금이 시민들을 도로변 불법주정차로 내몰고 있는 현실을 언급하며, 시민들이 실제로 이용할 수 있는 실질적인 대응책 마련을 주문했다.

이동환 시장은 답변에서 069번 노선에 대해 연구용역과 연계한 누리버스 도입 검토, 072번 노선은 운수업체 양수도 과정에서의 안정화 기간 필요성을 설명했다.
