파주시가 학생들의 개인형 이동장치(PM) 무면허 이용으로 인한 안전사고를 예방하기 위해 본격적인 대책 마련에 나섰다.

파주시는 지난 11일 파주경찰서, 파주교육지원청과 함께 개인형 이동장치 무면허 운전 근절을 위한 협업 회의를 개최했다고 13일 밝혔다.

현행 도로교통법상 전동킥보드 등 개인형 이동장치는 16세 이상의 원동기장치자전거 면허 이상 소지자만 이용할 수 있다. 

그러나 대여업체 시스템상 별도의 면허 인증 절차가 없어 미성년 학생들도 손쉽게 이용할 수 있는 것이 현실이다.

이날 회의에서는 최근 학생들의 무면허 운전으로 인한 잇따른 사고 사례를 공유하고, 기관별 협력 방안을 집중 논의했다.

파주시는 무면허 운전 근절과 올바른 이용 문화 정착을 위해 안전교육, 홍보활동, 이용수칙 홍보 등의 계획을 제시했다. 

또한 파주경찰서에는 무면허 운전 등 위법 행위 단속 강화를, 파주교육지원청에는 학교 안전교육 참여 확대와 학교 내 홍보 강화를 각각 요청했다.

특히 시는 이달 중 대여업체 간담회를 개최해 면허 확인 시스템 도입 등 면허 인증 강화 방안을 강력히 요구할 예정이다. 

파주시는 분기별로 대여업체 간담회를 정기적으로 진행하고 있다.

우상완 파주시 교통정책과장은 "지난 9월부터 경찰과 함께 중고등학교 하굣길을 중심으로 개인형 이동장치 무면허 운전 예방 홍보활동을 진행 중"이라며 "11월에는 교육청과도 협력해 추진할 예정"이라고 말했다.

이어 "학생들이 스스로 이용수칙을 숙지하는 것이 무엇보다 중요하다"며 "앞으로도 유관기관과 지속적으로 협력해 학생들의 안전을 지키는 데 최선을 다하겠다"고 강조했다.

한편 파주시는 개인형 이동장치 안전사고 예방을 위해 경찰, 교육청과의 협력 체계를 강화하고, 대여업체에 대한 관리·감독도 지속적으로 강화해 나갈 방침이다.
