기후 위기가 일상이 된 시대, 고양특례시가 재해로부터 안전한 도시 구축을 위한 재해예방사업에 속도를 내고 있다. 

시는 지난 3년간 정부 공모사업을 통해 국도비 1,385억 원을 확보하며 경기도 내 1위, 전국 226개 지자체 중 상위 1%라는 성과를 거뒀다.

지난달에는 관산지구가 ‘2026년 풍수해 생활권 종합정비사업’ 공모에 선정돼 국도비 352억 원을 추가 확보했다. 

이에 따라 고양시는 민선 8기 출범 이후 재해예방 관련 국도비만 총 1,385억 원을 확보, 총사업비 1,892억 원 규모의 재해예방사업을 추진 중이다.

 ■ 관산지구 풍수해 생활권 종합정비사업 선정…국도비 352억 원 확보

관산지구는 하천 주변 저지대에 농경지와 주거지가 밀집해 반복적으로 침수 피해가 발생하던 지역이다. 

시는 2022년부터 해당 지역을 침수위험지구로 지정·관리하고, 올해 초 타당성 조사 용역과 행정 절차를 신속히 마무리해 공모에 대응했다.

그 결과 관산지구는 국도비 352억 원을 확보해 총사업비 469억 원 규모의 풍수해 생활권 종합정비사업을 추진하게 됐다. 

내년부터 본격 착수될 이 사업은 하천, 배수펌프장, 관로, 사면 등을 통합적으로 정비해 재해예방의 실효성과 지속가능성을 높이는 것이 핵심이다.

■ 강매·대화·장월·탄현지구 재해예방사업 본격화

고양시는 행정안전부 공모사업을 적극 활용해 재정 부담을 최소화하면서도 상습 침수지역의 근본적 개선에 나섰다.

공모 선정 사업은 ▲강매(548억 원) ▲대화(200억 원) ▲장월(325억 원) 자연재해위험개선지구 정비, ▲탄현지구 우수유출저감시설(350억 원), ▲관산지구 종합정비사업(469억 원) 등 총 5개 사업이다.

강매지구는 2028년 준공을 목표로 제2배수펌프장 신설을 추진 중이다. 

배수펌프 8대와 유수지 확장을 통해 시간당 194㎜ 폭우를 견딜 수 있는 방재 시스템을 구축한다.

대화지구는 노후된 디젤펌프를 친환경 전기모터펌프로 교체해 배수 효율과 폭우 대응력을 향상시키며, 2027년 완공 예정이다.
