고양특례시 주요 핵심사업들이 시의회의 대폭적인 예산 삭감으로 연쇄적인 차질을 빚을 것으로 우려된다.

고양특례시는 16일 시의회가 전날 제3차 본회의에서 제2회 추가경정예산안 중 총 142억원을 삭감 의결한 것에 대해 깊은 우려를 표명했다고 밝혔다.

이번 삭감으로 가장 큰 타격을 받은 것은 국토교통부 공모 선정으로 국비 200억원을 확보한 '거점형 스마트시티 조성사업'이다. 

이 사업은 이번에만 60억원이 삭감되며 민선8기 들어 4차례나 예산이 깎였다.

자율주행버스 운행과 드론통합관제시스템 구축 등 시민 편의를 위한 핵신기술 도입이 지속적으로 지연되면서 국비 활용에도 차질이 불가피해졌다.

더욱 심각한 것은 정책 추진을 위한 기본 검토조차 가로막히고 있다는 점이다. 

'공립박물관 설립 타당성 분석 용역'(1억원)과 '고양시 공립수목원 기본구상 및 타당성 검토 용역'(2.7억원)은 각각 민선8기 들어 8차례나 삭감되거나 조정됐다.

단순한 타당성 검증 용역임에도 불구하고 번번이 의회 문턱을 넘지 못하면서 사업 추진의 첫걸음조차 내딛지 못하고 있는 상황이다.

행정 신뢰도에 직격탄이 될 것으로 우려되는 것은 '고양 성사혁신지구 임차확약 청구금' 20.4억원 전액 삭감이다. 

이는 정부 '도시재생 혁신' 1호 사업으로 조성된 성사혁신지구의 2025년 하반기 임차료와 관리비로, 이미 계약이 완료된 의무 지출이다.

시는 "협약 당사자로서의 약속 불이행에 따른 고양시 신뢰도 하락이 가장 큰 문제"라며 "성사혁신지구 운영 차질과 향후 배당에까지 악영향을 미칠 것"이라고 우려했다.

'2025 고양 아시아·대양주 도로대회' 예산 7억원 전액 삭감도 국제도시 이미지에 부정적 영향을 미칠 것으로 예상된다. 

이 대회는 국토교통부가 후원하고 한국도로공사와 공동 주최하는 국제행사임에도 관련 예산이 모두 삭감됐다.

시는 "UCLG ASPAC 고양 총회, 고양콘 등 국제적 규모 행사를 성공적으로 유치하며 쌓아온 글로벌 도시 이미지에 치명적 타격을 줄 수 있다"고 경고했다.

민간이 참여하는 사업에도 적신호가 켜졌다. 

경기도 공모에 선정된 '민간 도심형 스마트팜 구축 사업'은 시비 부담액 3억원이 전액 삭감되면서 사업 자체가 불투명해졌다.

매년 13억원의 민간건물 임차료 절감을 위한 '고양시청사 부서 재배치' 예산 40억원도 전액 삭감됐다. 

시는 "2018년 의회 승인을 받은 공유재산관리계획 범위 내에서 예산을 편성했음에도 뚜렷한 이유 없이 삭감됐다"며 "시민 편의와 행정 효율화가 크게 후퇴할 것"이라고 밝혔다.

고양특례시 대변인은 "반복되는 삭감에도 불구하고 계속 예산을 편성하는 사업들은 그만큼 절박하게 필요한 예산"이라며 "예산은 정치적 이해관계보다 시민의 실익이 최우선으로 고려되어야 한다"고 강조했다.

이어 "사업 추진이 반복적으로 좌초되면 국제도시 이미지 하락과 경제자유구역 지정, 일산테크노밸리, 고양영상문화단지 조성 등 대규모 투자사업에도 악영향을 미칠 수 있다"며 "2026년 본예산 심의에서는 108만 고양특례시민의 삶을 진정으로 보살피는 의회 역할을 다해달라"고 강력히 촉구했다.

He continued, "If projects are repeatedly delayed, it could damage Goyang's international city image and negatively impact large-scale investment projects such as the designation of a free economic zone, the Ilsan Techno Valley, and the Goyang Film and Culture Complex."
