파주시가  인공지능(AI) 행정도시로의 전환을 위한 본격적인 행보에 나섰다.

파주시는 11일 확대간부회의를 통해 2026년 총 30.9억원의 시 예산을 투입하는 24개 AI 활용사업 추진계획을 발표했다고 12일 밝혔다.

시는 '인공지능과 함께하는 시민중심 더 큰 파주, 100만 자족도시로의 도약'을 미래 비전으로 설정하고, 2024년부터 2027년까지 4년에 걸쳐 총 52.5억원 규모의 'AI 행정도시 추진사업'을 추진하고 있다.

전체 예산 중 행정업무 자동화 및 효율화 분야가 30.4%로 가장 큰 비중을 차지하며, AI 기술을 통한 행정 혁신에 방점을 두고 있다.

시는 2026년도 사업의 핵심전략으로 ▲행정신뢰성 강화 ▲AI 기반시설 민간 제공 ▲AI 산업 생태계 조성 ▲시민 참여형 AI 서비스 발굴 등 4개 목표를 제시했다.

이를 위해 국산 거대언어모델(LLM)을 활용한 '파주 행정 독자 AI(소버린AI) 체계'를 구축하고, 중소기업에는 그래픽처리장치(GPU) 기반시설을 지원해 지역 AI 전환을 촉진할 예정이다.

또한 시민이 직접 아이디어를 제안하고 실행하는 'AI 정책 아이디어 경진대회'를 정기 개최하는 방안도 추진한다.

시는 올해 중 5개 핵심사업을 우선 선정해 실무작업에 즉시 착수한다고 밝혔다.

첫째, '독자 AI(소버린AI) 체계' 구축을 통해 국산 거대언어모델을 행정에 적용, AI 행정 표준모델을 완성한다. 

행정문서 작성과 민원응대, 정책분석 등 행정 전반에 AI 기술을 접목해 효율성과 신뢰성을 높인다는 계획이다.

둘째, 'AI 로봇 재활치료' 사업으로 장애인과 노인의 회복을 지원한다. 

운정 다누림 노인·장애인복지관을 거점으로 의료·복지 분야 AI 활용의 선도모델을 구축, 전국 확산을 주도해 나간다.

셋째, AI 물 사용량 관리시스템(스마트미터링)과 전기차 화재감지시스템을 도입한다. 

상수도 사용량 실시간 관리와 전기차 화재·침수 사전 탐지를 통해 시민 생활편의와 안전을 동시에 확보한다.

넷째, 'AI 실종자 고속검색 서비스'를 추진한다.

 AI 영상분석 기술로 실종자 위치를 신속히 파악, 골든타임을 놓치지 않는 안전망을 구축한다.

다섯째, 농업·축산업 전반에 AI 기술을 접목한 스마트 축산을 지원해 미래형 디지털 축산 혁신도시 기반을 마련한다.

이와 함께 ▲AI 재난감시 영상분석 ▲스마트 돌봄인형(효돌e) ▲도서관 AI 챗봇 ▲메타버스 기반 심리상담 ▲AI 청년 미디어 동아리 등 시민생활 밀착형 서비스도 확대 추진한다.

김경일 파주시장은 "AI는 특정 계층의 전유물이 아닌 모든 시민이 체감해야 하는 공공자산"이라며 "2026년은 파주가 전국 최초로 AI 행정도시 모델을 확립하는 원년이 될 것"이라고 강조했다.
