고양특례시가 인공지능(AI)을 활용한 대대적인 행정 혁신에 나서며 'AI 특례시' 도약을 위한 발걸음을 가속화하고 있다.

시는 지난 7월 발표한 'G-노믹스 5개년 계획'의 핵심인 'AI노믹스'를 바탕으로 행정 전반에 AI 시스템을 단계적으로 도입하고 있다고 12일 밝혔다.

AI 기반 행정혁신, 특허출원까지 추진

고양시의 AI 행정혁신은 내부 직원들의 창의적 아이디어에서부터 시작됐다.

지난 6월 개최된 'AI 행정 아이디어 공모전'에서 최우수작으로 선정된 'AI 기반 인허가 자동검증 시스템'은 변리사 자문을 거쳐 시 명의로 정식 특허 출원을 추진하고 있다.

이와 함께 △AI 자동 추천 무인민원발급기 △AI 활용 식품 이물 관리 강화 등 우수 아이디어들도 실제 정책화 가능성을 검토 중이어서 조직 내부의 창의적 발상이 실질적인 행정 혁신으로 이어지고 있다.

민원 서비스 부문에서는 한층 진화된 서비스를 선보일 예정이다. 

시는 연중무휴 24시간 대응이 가능한 카카오톡 기반 생성형 AI 민원 시스템을 구축해 증명 발급과 세금 납부, 복지·건강 등 고양시와 중앙부처 행정시스템을 연계할 계획이다.

특히 지난 5월에는 1910년부터 1975년까지 작성된 구(舊) 토지대장 13만여 면을 AI로 전면 한글화·디지털화하는 성과를 거뒀다. 

과거 한문 문서를 일일이 해독해야 했던 번거로움이 사라지고, 검색 한 번으로 토지 정보를 신속하게 확인할 수 있게 됐다.

스마트시티센터·AI캠퍼스로 인재양성 거점 구축

고양시는 오는 10월 29일 성사 창조혁신센터 내에 '고양스마트시티센터'를 정식 개소한다.

이 센터는 스마트시티 사업 성과 전시 및 기술 개발·실증을 위한 오픈랩, 시민 대상 교육장 등으로 구성되며, 지능형사물인터넷(AIoT)과 디지털트윈 교육 등을 통해 AI 인재 양성의 거점 역할을 할 예정이다.

같은 장소에서 문을 여는 '경기 북부 AI 캠퍼스'는 청년 대상 전문 교육 프로그램을 본격 가동한다.

자율형 공립고로 선정된 백석고와 연계해 초·중·고 연계형 AI 교육을 추진하며, 미래 인재 양성의 선순환 구조를 만들어 나간다는 방침이다.

민관협력으로 AI 생태계 확산

기업과의 상생 협력도 활발히 추진되고 있다. 

지난 6월 롯데쇼핑과 체결한 'AI 기반 지역상생·스마트유통 생태계 조성' 협약을 통해 시민 우선 채용, 스마트 유통 협력, AI 체험 교육 프로그램 운영 등을 공동 추진하고 있다.

롯데 물류센터 내 유휴 공간에는 시민 대상 AI 체험학습 및 홍보관도 마련될 예정이다.

시는 올해 3월 민간 전문가가 이끄는 AI혁신TF팀을 신설했고, 5월에는 '고양시 인공지능산업 육성 및 지원 조례'를 제정해 조직과 제도 양면에서 AI 행정·산업 기반을 구축했다.

이동환 고양특례시장은 "AI는 순수 기술단계를 넘어 행정, 물류, 건설 등 모든 산업의 기본 조건"이라며 "AI와 데이터 기반 디지털 행정을 구현하고, 산업 전반에 적극 도입해 'AI 특례시'로 도약하겠다"고 강조했다.

한편, 시는 내부 행정 효율화를 위해 AI 비서(어시스턴트) 도입도 검토 중이다.
