이동환 고양특례시장이 대한민국대도시협의회 방문단과 함께 지난 5일부터 7일까지 독일 베를린을 방문해 지방분권 강화와 MICE(회의·인센티브·컨벤션·전시) 산업 경쟁력 제고를 위한 다각적 협력 방안을 모색했다고 8일 밝혔다.

이동환 시장은 5일 독일도시협의회를 방문해 힐마 폰 로예스스키 국장과 독일의 지방자치 운영 방식과 지방정부-주정부 간 협력 체계에 대해 심도 있게 논의했다.

독일도시협의회는 전국 3,200개 소도시를 대표하는 네트워크 조직으로, 60명의 지방정부 정책 전문가가 주정부와 유럽연합 차원에서 소도시 의견 전달과 혁신 정책 교환을 담당하고 있다.

힐마 국장은 자율주행차·전기차 등 미래 자동차 산업 분야에서의 협력 가능성을 제안했으며, 이에 대해 이 시장은 "고양시는 서울 인접 지역으로 한강·북한산·킨텍스 등 다양한 자원을 보유하고 있어 경제자유구역과 기업유치를 통한 자족도시로 발전하고 있다"며 독일 기업과의 적극적 협력 의지를 표명했다.

같은 날 오후에는 독일 연방 상원의회를 방문해 마리안네 홍보담당관으로부터 상원의 역사와 구조에 대한 설명을 들었다.

독일 상원은 각 주 대표자들로 구성돼 국가 법안 심의 과정에서 각 주의 의견을 반영해 동의 또는 거부권을 행사하는 권한을 보유하고 있다.

이 시장은 "독일의 주가 상원을 통해 국가 정책에 참여하는 것처럼, 고양시도 특례시로서 지방분권 권한을 확대해 국가 정책 결정 과정에 목소리를 낼 수 있도록 노력하고 있다"고 강조했다.

6일에는 세계 3대 IT·가전 전시회인 베를린 국제가전박람회(IFA)를 방문해 삼성, LG 등 국내 기업관과 혁신관, 유럽 주요 부스를 둘러보며 최신 기술 동향을 파악하고 고양시의 스마트시티·디지털 혁신 정책과의 접목 방안을 검토했다.

특히 한국 스타트업 전시관에서는 AR/VR, 헬스케어, 친환경 에너지, 스마트 모빌리티 등 다양한 분야의 청년 창업가들과 만나 혁신 기술을 살펴봤다. 

이 시장은 "고양시는 스타트업과 혁신기업이 자유롭게 성장할 수 있는 기업환경을 조성하고 있으며, 유망 스타트업의 고양시 진출과 투자를 적극 지원하겠다"고 밝혔다.

라이프 린드너(Leif Lindner) IFA 회장과의 간담회에서는 향후 협력 방안에 대해 구체적으로 논의했다.

린드너 회장은 "IFA는 혁신 기술을 보유한 한국 기업이 충분히 참여할 수 있는 열린 전시회"라며 "개별 온라인 미팅을 통한 심도 있는 논의를 지속하자"고 제안했다.

이에 이 시장은 "IFA에서 얻은 경험을 킨텍스와 연계해 국제 전시·컨벤션 산업 경쟁력을 높이고, IFA 측과의 지속적 협력을 통해 글로벌 기업과의 교류를 실질적 성과로 만들어가겠다"고 화답했다.

7일 마지막 일정으로는 베를린의 협동조합 방식 도시문화지구 '홀츠마르크트(HOLZMARKT) 25'를 방문해 도시계획 전문가 벤야민 셰어바르트로부터 운영 사례를 청취했다.

홀츠마르크트는 2013년부터 2017년까지 약 8,100㎡ 부지(현재 12,000㎡)에서 지역주민이 주체적으로 참여해 추진된 도시재생 프로젝트다. 

예술가·건축가·시민단체 등이 협동조합 형태로 운영하며 지속가능한 도시 공동체 공간으로 자리 잡았다.

셰어바르트 전문가는 "분양 대신 75년 장기 지상권을 부여하고 환경은행과의 협력을 통해 안정적이고 지속가능한 구조를 마련했다"고 설명했다. 

이 시장은 "상업성과 공공성이 공존하는 홀츠마르크트 사례를 통해 고양시 구도심과 유휴공간을 창의적으로 활용할 수 있는 아이디어를 얻었다"고 평가했다.
