고양도시관리공사(사장 강승필)가 고양시를 '지속 가능한 공연 도시'로 발전시키기 위한 구체적인 방안을 논의하는 정책토론회를 개최했다고 28일 발표했다.

지난 27일 고양종합운동장에서 열린 이번 토론회는 「지속 가능한 공연 문화와 도시의 상생」을 주제로, 지역구 시의원, 공무원, 언론인, GU SNS 기자단 등이 참석한 가운데 진행됐다.

이번 토론회는 최근 고양종합운동장에서 성공적으로 개최된 블랙핑크, 콜드플레이 등 초대형 글로벌 공연을 계기로 마련됐다. 

공연산업과 도시정책을 접목해 고양시가 지속 가능한 공연 도시로 성장할 수 있는 실질적 전략을 모색하는 것이 목적이다.

토론회는 고양도시관리공사 조인동 도시전략처장의 진행으로, 주해연 사업계획팀장의 발제를 시작으로 다양한 분야의 전문가들이 참여했다.

시의회에서는 김학영 건설교통위원회 의원과 김희섭 문화복지위원회 의원이, 언론계에서는 조영달 동아일보 부장이 패널로 나섰다. 

또한 고양특례시에서는 서은원 관광과장, 유진상 주차교통과장, 민재식 도로정비팀장이 참석해 심도 있는 논의를 펼쳤다.

주해연 팀장은 「공연의 감동이 머무는 도시, 고양」이라는 주제 발제를 통해 구체적인 발전 방안을 제시했다. 

주요 내용으로는 ▲공연장 교통 연계 강화 ▲주차 분산 전략 ▲보행 안전 동선 확보 ▲관광객 체류 유도 및 외국인 친화 환경 조성 ▲고양형 관광 및 공연 패키지 개발 등이 포함됐다.

토론에 참여한 김학영 의원은 공연장 주변 교통체증 해소와 야간 보행자 안전 대책의 중요성을 강조하며, 공연과 자영업의 연계 필요성을 제기했다. 

김희섭 의원은 면밀한 수요 예측을 통한 숙박 인프라 확충, 외국인 안내 서비스 강화, 긴급 물품 제공 체계 구축 및 호텔 건립의 필요성을 주장했다.

조영달 동아일보 부장은 공연장을 넘어 시민과 관광객이 머물고 싶은 문화·여가 공간 조성의 필요성을 강조했다.

특히 GTX 개통에 따른 '빨대 효과'와 젠트리피케이션에 대한 주의도 당부했다.

고양특례시 관계자들도 실무적 관점에서 다양한 제안을 내놨다. 

서은원 관광과장은 공연 전후 관람객 체험 존 조성, K-스타 전시관 설치, 핸드프린팅, 라이트 업 등의 콘텐츠 도입 및 시설 보수 필요성을 언급했다.

유진상 주차교통과장은 스마트 주차시스템 개발, 주차장 통합 안내 체계 구축, 대중교통 이용 유도 등 맞춤형 교통 대책을 제시했다.

민재식 도로정비팀장은 외국인 관광객을 위한 길 찾기 영문 표지판 정비와 야간 보행자 안전을 위한 야간 시선 유도봉 설치 필요성을 제안했다.

강승필 사장은 "고양종합운동장 일대를 「관광특구」로 지정해 관련 규제를 완화하여 공연 친화적인 도시로 발전시켜야 한다"고 강조했다. 

그는 "이번 토론회를 계기로 고양종합운동장을 단순한 체육시설이 아닌 문화·관광 플랫폼으로 발전시켜, '지속 가능한 공연 도시, 고양'을 실현하는데 시의회, 고양시와 함께 적극 협력하겠다"고 밝혔다.
