파주시는 2025년을 ‘파주 알이100(RE100) 도약의 해’로 삼고자 국내외 에너지 전환 단체인 ‘기후위기 대응‧에너지 전환 지방정부협의회’와 ‘이클레이(ICLEI) 100% 재생에너지 도시네트워크’에 동시에 가입했다.

이를 통해 파주시는 국내외 지방정부와 재생에너지 정책 성과를 공유하고 협력을 강화하여, 알이100(RE100)과 에너지 대전환에 관한 정책적 리더십을 한층 높일 수 있을 것으로 기대된다.

국내 단체인 ‘기후위기 대응‧에너지 전환 지방정부협의회’는 중앙정부 중심의 에너지 정책과 제도를 개선하고, 지역 차원의 에너지 전환과 분권을 추진하기 위해 2016년 12월 창립된 지방정부협의회다. 

파주시는 이 협의회 참여를 계기로 파주시 상황에 맞는 알이100(RE100) 및 에너지 전환 정책을 중앙정부에 상향식으로 제안하여, 특화된 분산에너지 정책 기반을 마련할 계획이다.

국제 단체인 ‘이클레이(ICLEI)’는 1990년 유엔(UN) 본부에서 열린 ‘지방정부 세계총회’를 계기로 공식 출범한 국제기구로, 정식 명칭은 ‘지속가능성을 위한 세계지방정부협의회’다. 

파주시는 지난 2024년 4월 이클레이에 가입을 완료했으며, 이번에 추가로 이클레이(ICLEI) 세계본부의 프로젝트 중 하나인 ‘100% 재생에너지 도시네트워크’에 참여하게 되었다. 

이를 통해 100% 재생에너지를 추진하는 세계 여러 지방정부와 협력하고 관련 정보를 폭넓게 공유할 계획이다.

김경일 파주시장은 “알이100(RE100) 무역장벽을 극복하기 위해서는 파주시 혼자만의 노력만으로는 한계가 있다”라며 “국내외 지방정부가 협력해 파주시의 알이100(RE100) 정책을 전 세계와 공유하고, 당면 과제를 함께 풀어나갈 것”이라고 밝혔다.

한편 파주시는 알이100(RE100) 무역장벽으로 어려움을 겪는 관내 중소기업에 직접 재생에너지를 공급하기 위해, 국공유지를 활용한 ‘공공 재생에너지 생산기지’ 조성을 준비하고 있다.

이는 전국 최초로 추진하는 재생에너지 공급 정책으로, 이를 위해 40억 원을 2025년 예산으로 편성했으며, 올해 중으로 2메가와트(MW) 규모의 재생에너지 발전소를 건립할 계획이다.[파주=빅정호 기자]

Meanwhile, Paju City is preparing to build a ‘public renewable energy production base’ utilizing state-owned land to directly supply renewable energy to small and medium-sized enterprises in the city that are struggling due to RE100 trade barriers.
