일산동부경찰서(서장 강찬구)에서는 지난 21일 지자체 협업을 통해 요양 시설 관리 강화 방안을 마련하여 ‘치매어르신 실종 신고 예방 및 조기 발견’을 위해 시책을 추진 중이다.

최근 1년간 실종신고를 분석해 본 결과, 일부 요양시설에서 관리 소홀로 동일인이 이탈하거나 반복적으로 실종신고 하는 것을 확인하고, 일산동구청 가정복지과, 일산동구 치매안심센터, 건강보험공단 일산지사 등 유관기관 간담회를 진행하여 문제점을 공유하고 요양시설 관리 소홀로 인한 112신고시 지자체에 신고 이력을 통보하여 행정처분에 참고하도록 협의하였다.

실종 신고는 그 특성상 다른 사건에 비해 요구조자 발견시까지 경찰력이 장시간 동원되어 무분별한 실종 신고시 다른 112신고에 영향을 미칠 수 있으므로 요양기관에 경각심을 제고하여 실질적이고 체계적인 자체 관리체계를 갖추도록 유도하는데 중점을 두었다.

지난 23일에는 일산동구청, 노인보호전문기관과 중산동 소재 112신고 다발 요양시설을 합동 점검하여 입소자 관리 실태를 점검하며△요양보호사 자체 교육 강화 △외출 시 남성보호사 동행 △출입자 대장 비치 △CCTV 증설 등 자체 관리 강화 방안을 마련하도록 권고하였고,   

아울러, 실종자 발생 시 지역주민들의 신속한 112신고를 유도하기 위해 112신고 홍보 현수막을 제작・게시 중이며, 자체 제작한 ‘타투 스티커’를 요양 시설에 제공, 치매 어르신 외출 시 활용하는 방법을 홍보 중이다.
