한국매니페스토 실천본부와 광주전남연구원에서 공동주최하고, 전라남도가 후원한 ‘2023 전국 기초단체장 매니페스토 우수사례 경진대회’에서 파주시 ‘똑똑TV’ 사업이 전국 최초로 텔레비전 시청률 프로그램을 활용해 치매 및 고독사를 예방한 성과를 높이 평가받아 최우수를 28일  수상했다.

김경일 파주시장은 “이번 대회에서 파주시의 ‘똑똑TV’ 사업이 전국 최우수 사례로 평가받게 되어 지자체의 사회에 대한 따뜻한 관심과 지역사회가 함께하는 복지사각지대 해소를 위한 노력이 대외적으로 인정받는 기회가 됐다”라며 “앞으로도 시민 모두가 웃을 수 있는 착한 행정 구현과 시민과의 약속인 공약의 충실한 이행에 최선을 다할 것”을 약속했다.

‘똑똑TV’사업은, 어르신들이 여가 시간을 텔레비전 시청으로 보낸다는 점에 착안해 전국 최초로 지역 노인 가구에 텔레비전 시청률 장비를 설치해 텔레비전이 아침에 꺼져 있거나 2시간 이상 채널이 변경되지 않으면 마을 이장이 전화를 걸고, 전화를 받지 않으면 집을 방문하는 방식으로 노인 가구의 특이사항 유무를 확인하는 프로젝트다. 

또한, 시청 패턴을 분석해 재방송을 보는 비율이 높아지면 치매 검사를 의뢰하는 식으로 치매 조기 진단에도 활용되고 있다. 

이번 프로젝트의 ‘TV시청 데이터와 바이오 데이터를 융합한 헬스케어 시스템’은 특허로 등록됐을 뿐만 아니라, 시스템을 활용한 현장에서는 응급환자 이송, 보이스피싱 예방, 치매 조기진단이라는 성과도 거뒀다. 

또한 주민, 기업, 전문기관(병원)과 협업해 일자리 창출 및 다양한 사업으로 확대됐고, 전국으로 확산 가능한 혁신행정 사례로 선정되어 당진시, 구리시, 진도군 등 전국 각지에서 도입을 앞두고 있다.
