최근 정부가 5차 재난지원금을 소득하위 약 88%까지 선별 지급하겠다고 밝힌 가운데, 고양시 등 경기도 5개 시장이 27일 공동성명을 발표해 “재난지원금을 받지 못하는 나머지 12% 시민에게도 경기도와 각 시‧군이 분담해 별도 지원금을 지급하자”고 경기도에 건의했다.

 성명에 참여한 5개 시는 고양(이재준)‧광명(박승원)‧안성(김보라)‧구리(안승남)‧파주(최종환)이다.

 

 25일 정부가 발표한 5차 재난지원금(코로나 상생국민지원금) 지급기준에 따르면, 건강보험료 기준으로 소득하위 80% 이하 가구에 1인당 25만 원을 지급한다.

 

다만 1인 가구와 맞벌이 가구는 좀 더 완화된 기준을 적용받아, 실제로는 소득하위 88%가 받게 된다.

 

 지원금 예산은 국가가 80%, 지방이 20%를 부담한다.

 

 이번 성명을 제안한 이재준 고양시장은 “재난지원금에서 배제된 12%의 소외감은 물론, ‘가장의 소득’이라는 일률적 기준으로 지급 여부가 갈리기 때문에 당장 재정건전성은 지킬 수 있을지 몰라도 사회적 갈등에 따른 손실비용은 클 것”이라며 “1년 반 넘게 일상을 양보하며 방역에 동참해 온 시민들에 대한 예우와 위로 차원에서 지원금을 동등하게 지급해야 한다”고 주장했다.

 

 그는 “근소한 차이로 돈을 받지 못하는 가구, 재산 없이 소득만 높은 가구 등 경우의 수가 다양해 지급도 하기 전에 형평성 논란이 불거지는 상황”이라고 밝혔다.

 

 실제로, 가장이 월 878만 원을 벌어오는 4인 가족은 지원금을 받지만 월 879만 원을 받는 가족은 단 1만원 차이로 대상에서 제외된다.

 한편, 정부 재난지원금은 8월까지 지급준비를 완료하고, 9월 추석 연휴 전에는 지급이 이뤄질 것이라는 관측이다.
