Paju City Plans to Abolish Ilsan Bridge Tolls During Rush Hours Starting July 2027

- Tolls to be waived for Paju-registered vehicles during morning (6–9 AM) and evening (5–8 PM) rush hours; initiative aims to reduce citizens' transportation costs and guarantee mobility rights.

- Gyeonggi Province to cover 50% of costs, with the three cities sharing the remainder; Paju City’s share estimated at approximately 7.5%.

Paju City is moving to abolish tolls on the Ilsan Bridge during rush hours starting in July 2027 to alleviate the burden of transportation costs on citizens and improve regional transportation convenience.

The city announced plans to implement this toll-free policy—following consultations with Gyeonggi Province and the cities of Goyang and Gimpo—covering vehicles registered in these three cities during peak commuting times.

The toll waiver will apply during the morning rush hour (6:00 AM to 9:00 AM) and the evening rush hour (5:00 PM to 8:00 PM).

The initiative aims to reduce the financial burden on citizens who use the Ilsan Bridge for their daily commutes, thereby delivering tangible savings on transportation expenses.

The Ilsan Bridge is the only toll bridge spanning the Han River; Gyeonggi Province is currently subsidizing 50% of the toll—an investment of 20 billion won—to ease the cost burden on users.

This rush-hour toll waiver plan involves the three local governments (Paju, Goyang, and Gimpo) sharing the remaining 50% of the cost, supplementing the 50% subsidy provided by Gyeonggi Province. An analysis by Gyeonggi Province, based on the origin-destination distribution of users, revealed that vehicles registered in Paju account for approximately 15% of the total traffic volume.

Consequently, Paju City anticipates bearing a financial burden of roughly 7.5% of the total toll costs covered by local governments.

Gyeonggi Province will lead the establishment of a settlement system designed to verify vehicle registration locations and identify vehicles eligible for toll exemptions.

Paju City plans to accelerate administrative procedures and working-level consultations for the policy's implementation, including signing a business agreement with Gyeonggi Province and the cities of Goyang and Gimpo in the second half of this year.

This policy is expected to alleviate the burden of commuting costs for Paju residents while simultaneously improving regional transit conditions connecting Paju with Goyang and Gimpo.

In addition to waiving tolls during rush hours, Paju City intends to continue its efforts toward making the Ilsan Bridge toll-free at all times.

Gyeonggi Province and the three cities—Paju, Goyang, and Gimpo—are continuously requesting state funding from the central government to eliminate tolls on the Ilsan Bridge entirely.

The Ministry of Land, Infrastructure and Transport has reportedly allocated 500 million won for a research study aimed at developing a support plan to make the Ilsan Bridge toll-free.

Paju Mayor Son Bae-chan stated, "This is a key transportation policy of the current administration designed to ease the burden of transportation costs on citizens and guarantee their right to mobility." He added, "We will do our utmost to reduce citizens' actual living expenses by alleviating the toll burden during rush hours and to create convenient conditions for regional travel." Paju City plans to ensure the smooth implementation of toll-free commuting-hour travel starting in July 2027 by establishing a close cooperative network with relevant agencies and seamlessly carrying out preparatory tasks, such as setting up settlement systems and completing administrative procedures.
