Goyang Industry Promotion Agency Wins Excellence Award for Smart Safety Service

The Goyang Industry Promotion Agency received a Minister of the Interior and Safety Award for a smart city safety service jointly developed and pilot-tested by citizens, businesses, and relevant agencies.

The agency announced that it was selected for the Excellence Award at the "2026 Local Public Institution Innovation Best Practices Contest" held on September 29. Organized by the Ministry of the Interior and Safety and the Local Public Enterprise Evaluation Institute, the contest aimed to identify and disseminate successful cases where local public institutions resolved regional issues and improved the quality of public services. Entries were accepted from local public enterprises and local government-funded or -affiliated institutions across three categories: regional mutual growth and cooperation; realization of social values (including ESG); and AI/digital-based public service innovation. A total of 20 cases were selected as outstanding examples following the evaluation.

The Goyang Industry Promotion Agency won the Excellence Award in the AI/digital public service innovation category for its "AI-based directional scream-detecting emergency bell crime prevention system," developed through the Goyang Smart City Living Lab.

The system was designed to address the difficulty users face in manually pressing an emergency bell during critical situations. When the AI identifies a scream amidst ambient noise, the CCTV camera automatically turns toward the source of the sound to verify the scene, subsequently triggering a response from the control center and the police.

The agency established the system in collaboration with various partners—including Goyang City’s Smart City Division and Women & Family Division, the Citizen Problem-Solving Group, Ilsan Dongbu Police Station, Goyang Urban Management Corporation, and Elmines Co., Ltd.—and verified its practical applicability at nine "Safe Return Home" locations for women in Bamgasi Village, Ilsan-dong-gu. A survey of citizens who participated in the pilot project revealed that over 95% felt safety in Bamgasi Village had improved—surpassing the initial target of 80%—and satisfaction with the project overall reached 100%; the initiative was also recognized for successfully addressing issues associated with conventional button-style emergency alarms, such as usability inconveniences and unnecessary police dispatches caused by malfunctions.

This marks the second award the agency has received this year; it follows an Excellence Award at the Gyeonggi-do Proactive Administration Contest in August and the addition of the Minister of the Interior and Safety Award. The agency had previously demonstrated the success of the Goyang Smart City Living Lab project last year by winning the Minister of the Interior and Safety Award at the 10th Korea Crime Prevention Awards and the Grand Prize at the Goyang City Public Institution Proactive Administration Contest.

Han Dong-gyun, President of the Goyang Industry Promotion Agency, stated that this achievement resulted from combining corporate technology and inter-agency cooperation based on citizen feedback to implement safety services that residents can truly experience. He added that the agency would continue to develop tangible smart city services through Living Labs—fostering both citizen participation and corporate growth—and expand these initiatives to other regions.
