Goyang City and Goyang Dongbu Saemaul Geumgo Partner to Nurture ‘100 Newborns’
Public-Private Partnership for the “Goyang Grows” Initiative: Stage-Specific Support from Pregnancy to Childbirth and Child-rearing
Goyang Special City is launching a public-private partnership project covering the entire journey of pregnancy, childbirth, and child-rearing in collaboration with a local financial institution.
On September 30, Goyang City announced that it had signed a business agreement with Goyang Dongbu Saemaul Geumgo to implement the “Goyang Grows” initiative at the City Hall town meeting room.
This agreement was established to address the low birth rate by combining private social contribution resources with public services, thereby creating an environment where expectant mothers and families raising infants and toddlers can continuously interact and grow within the local community.
“Goyang Grows” is a program designed to support various stages of growth, spanning from pregnancy through childbirth and the infant/toddler years.
It focuses not merely on providing financial aid, but on building a network that fosters mutual growth between parents and children.
The initiative’s inaugural program is “Reading with a Baby Bump,” a book club for expectant mothers.
The program will run in ten cohorts, with 100 expectant mothers participating to connect with other prospective parents and share parenting information through books.
Following childbirth, the initiative will offer opportunities for parents and children to participate together in activities such as picture-book parenting classes, family programs, and special lectures by experts on child education.
The city also plans to link this initiative with the existing “Birth Celebration Baby Savings Account Support Program,” thereby expanding the scope of support from the initial celebration of birth to the child's ongoing growth. In particular, the project aims to enhance its symbolic significance by launching a special program that celebrates the growth of 100 participating infants together.
Under this agreement, Goyang Dongbu Saemaul Geumgo will provide financial support and assist with program promotion and participant recruitment.
Goyang City will support program operations by leveraging public infrastructure, such as libraries and public health centers.
Min Gyeong-seon, Mayor of Goyang Special City, stated, "Giving birth to and raising a child is a great blessing, but it also requires immense courage and a sense of responsibility." He added, "We will do our utmost to build a robust community network where parents can empathize with and rely on one another."
Goyang Dongbu Saemaul Geumgo has consistently contributed to the community by supporting childbirth and child-rearing. Since 2020, it has collaborated with Goyang City on the "Baby Savings Account Support Project," providing a total of 372.88 million won to 3,987 infants as of the end of June 2026.
Meanwhile, the "Goyang Grows" (Goyang-i Jaran-da) project will run until December, targeting pregnant women and families raising infants and toddlers residing in Goyang City.
Applications for the first program—a reading group for pregnant women titled "Reading with a Baby Bump" (Baebureun Chaek-ilgi)—can be submitted via the Goyang City Library Center website.
