“Goyang City Hall’s New Building Project Stalled for Four Years”… Mayor Min Kyung-sun Visits National Assembly to Urge ‘Expedited Progress’

- Policy proposal delivered to Kim Young-jin, Chair of the Public Administration and Security Committee: “Please fast-track the feasibility re-examination and central investment review.”

- Mayor Min: “Project delays have increased the burden of construction costs; active support from the central government and the National Assembly is urgently needed.”

Goyang Special City Mayor Min Kyung-sun personally visited the National Assembly to request cooperation in swiftly normalizing the project to build a new Goyang City Hall, which has been stalled for four years.

On September 30, Mayor Min met with Kim Young-jin, Chairman of the National Assembly’s Public Administration and Security Committee, and delivered a policy proposal addressing key issues for Goyang City, including the construction of the new city hall.

The proposal included requests for: △ expediting administrative procedures for the new city hall construction; △ ensuring the smooth progress of the Ministry of the Interior and Safety’s feasibility re-examination and central investment review; and △ implementing institutional improvements to strengthen the special city’s finances and expand substantive local autonomy.

During the meeting, Mayor Min highlighted the ongoing inconvenience faced by citizens and the growing burden of rising construction costs due to the long-stalled project, calling for active support from both the central government and the National Assembly.

Mayor Min emphasized, “Many citizens have suffered due to the four-year delay in the new city hall project and are earnestly hoping for its swift completion,” adding, “Full-scale support from the central government and the National Assembly is essential to minimize difficulties, such as the increase in construction costs resulting from the delay.”

Currently, Goyang City has requested a feasibility re-examination from the Ministry of the Interior and Safety based on the project plan for the new city hall established last July. On September 22, a research team from the Local Investment Analysis Center (LOMAC) of the Korea Local Finance Association visited the site designated for the new City Hall in Jugyo-dong and the current City Hall to inspect the project's status and the conditions of the facilities.

Goyang City plans to expedite the completion of the feasibility re-evaluation following LOMAC’s comprehensive review and accelerate subsequent administrative procedures, such as the central government's investment review.

In particular, the city intends to strengthen cooperation with the central government and the National Assembly to ensure the new City Hall is built in Jugyo-dong according to the original plan without setbacks, while concentrating its administrative resources on the project.

Mayor Min Gyeong-seon stated, "We are focusing all our administrative capabilities to swiftly get the project for the new Goyang City Hall in Jugyo-dong—based on the original plan—back on track," adding, "We will achieve tangible results through close cooperation with the central government and the National Assembly."
