Goyang Special City Launches ‘Barrier-Free First-Floor Mayor’s Office’… Stepping Up Field-Oriented, Communicative Administration

Mayor’s office relocated from 2nd to 1st floor… improving accessibility for those with limited mobility and creating an open-plan space

Citizen lounge and Communication & Governance Officer co-located… “Ready to meet anyone, anytime, anywhere”

Mayor Min Kyung-sun of Goyang Special City has relocated the mayor’s office from the second floor of the main city hall building to the first floor, launching a fully operational “barrier-free first-floor mayor’s office” that is easily accessible to all citizens.

This relocation aims to improve accessibility for citizens and strengthen a field-oriented, communicative administrative approach.

The previous office was located on the second floor without elevator access, forcing the elderly, children, and wheelchair users—as well as others with limited mobility—to use stairs or take a detour via the city council building, creating significant inconvenience.

To address this, Mayor Min moved the office to the first floor after taking office, ensuring that any citizen can conveniently meet the mayor.

The newly established first-floor office complex houses the mayor’s private office, the secretarial office, the Communication & Governance Officer, and a citizen lounge.

The space was designed with an open layout to allow citizens to visit comfortably and share their views, while also seamlessly integrating the workflows for political support and handling civil complaints.

In particular, by placing the mayor’s office and the citizen lounge in close proximity, the city has established a communication-focused, one-stop system that allows the mayor to hear citizens' voices directly on-site and coordinate rapid responses with relevant departments when necessary.

Since taking office, Mayor Min has actively engaged with citizens through various channels, including a dedicated mobile phone line for direct text messages to the mayor, town hall meetings, on-site visits to major projects, and “empathy talks” with residents. Among the first visitors to the newly opened first-floor mayor's office were entrepreneurs from the biomedical, cultural content, and aerospace sectors, an instructor for raising awareness about disabilities, and a member of the local community social security council; they held a tea meeting to share various on-the-ground opinions.

Son Seung-hyun, CEO of Westworld Co., Ltd., proposed leveraging Goyang City’s cultural content infrastructure to create educational and job opportunities for local youth and suggested expanding communication with local businesses.

Lee Seung-ok, an instructor for disability awareness education, expressed appreciation for the relocation of the mayor's office to the first floor and emphasized the need to reorganize the transportation system to accommodate the mobility-impaired and to conduct public awareness education.

Kim Young-yi, a member of the Wonsin-dong Community Social Security Council, shared an example of a local grievance—weeding a small stream in a traditional village—being resolved through a direct text message to the mayor, and urged continued interest and communication regarding field issues.

Goyang Mayor Min Kyung-sun emphasized, "The barrier-free first-floor mayor's office is a symbolic declaration that I will meet with any Goyang citizen, anytime, anywhere," adding, "I urge not only the mayor but also district heads and working-level staff to actively meet citizens in the field and resolve issues."

He continued, "We can only find creative solutions by visiting the sites of civil complaints, listening to firsthand accounts, and engaging in dialogue," and stated, "As mayor, I will take the lead in driving innovation within the civil service organization and bringing about change in Goyang City, fueled by field-oriented, communicative administration."

Attention is now focused on whether this relocation of the mayor's office will go beyond a mere change in workspace to foster greater citizen accessibility and transform Goyang City’s administration into one that seeks solutions directly in the field.
