고양특례시가 모바일 전자고지 시스템을 활용해 행정 예산을 크게 절감하고 행정서비스의 효율성을 높인 성과를 인정받았다.

고양특례시는 카카오가 주최·주관하는 ‘2026 카카오 공공혁신 어워즈’에서 예산절감 분야 우수사례 기관으로 선정됐다고 9일 밝혔다.

‘카카오 공공혁신 어워즈’는 카카오의 기술과 서비스를 활용해 공공서비스의 질을 높이고 행정 혁신을 실현한 우수 기관과 사례를 발굴해 시상하는 행사다.

고양시는 지난해 지방세와 세외수입 체납 안내를 위해 카카오 알림톡을 기반으로 한 모바일 전자고지 시스템을 전면 도입했다.

 이후 총 36만5,479건의 고지서를 모바일로 발송하며 종이 고지서 중심의 기존 행정 방식에 변화를 가져왔다.

특히 모바일 전자고지 도입으로 기존 종이 우편물 발송 방식보다 건당 발송 비용을 70% 이상 낮추면서 약 1억1,000만원의 예산을 절감한 것으로 나타났다.

예산 절감뿐 아니라 행정 효율성도 높아졌다.

모바일을 통한 실시간 송달이 가능해지면서 고지 내용의 전달력을 높였으며, 주소 불명 등으로 발생하던 우편물 반송도 줄어 행정 처리의 효율성을 개선했다.

시민 입장에서도 별도의 종이 우편물을 기다리지 않고 모바일을 통해 고지 내용을 신속하게 확인할 수 있어 납세 관련 정보 접근성과 편의성이 향상됐다는 평가다.

이번 우수사례 선정에 따라 고양시의 모바일 전자고지 기반 디지털 행정혁신 사례는 오는 11월 발간 예정인 ‘카카오 공공혁신 리포트’에도 공식 수록될 예정이다.
