Paju City Announces '4th Comprehensive Plan for Reading Culture Promotion'… “A City That Reads Together, Connects, and Grows”
Paju City has established a mid-to-long-term plan to lead local reading culture policies for the next five years.
Paju City announced that it recently held a final report meeting for the "Research Service for the Establishment of the 4th Paju City Comprehensive Plan for Reading Culture Promotion" and finalized the direction and key tasks of the five-year reading culture policy applicable from 2026 to 2030.
This comprehensive plan is a statutory plan under the Reading Culture Promotion Act. It was established to lay the foundation for systematic policy implementation by comprehensively diagnosing the local reading environment and reflecting citizens' demands for reading culture.
Paju City analyzed the local reading ecosystem focusing on 18 public libraries and 86 small libraries within its jurisdiction and conducted the research service in collaboration with the Industry-Academic Cooperation Foundation of Hansung University.
In particular, the plan incorporates a wide range of opinions from citizens and the field, collected through citizen surveys and workshops.
The vision for this plan has been set as "Paju, a Reading Culture City That Reads Together, Connects, and Grows." Inclusion, locality, and innovation have been presented as the core values to realize this vision.
Based on this vision and core values, Paju City plans to implement four major strategies, 11 key tasks, and 24 detailed tasks.
Major projects include creating spaces where youth can engage in creative work and learning using AI technology, building knowledge content based on local materials that capture Paju's history and culture, and bridging the gap in reading accessibility across different regions.
In addition, the city intends to expand customized reading services for vulnerable groups who find it relatively difficult to use libraries, and to further revitalize the local reading culture ecosystem by linking libraries with local cultural resources, such as local bookstores and the Publishing City.
Based on this comprehensive plan, Paju City plans to establish annual implementation plans and gradually refine each project to promote reading culture policies that citizens can experience in their daily lives. Meanwhile, the Library Operations Committee also held a meeting on the same day to introduce the appointments of new members for the 12th term and report on the amendments to the "Paju City Library Management and Operation Ordinance" and the "Paju City Reading Culture Promotion Ordinance."
A Paju City official stated, "Based on this comprehensive plan, we will create an environment where all citizens can easily access books and where reading and culture can become part of daily life," adding, "We will connect various local resources with libraries to build a reading culture ecosystem unique to Paju."
