[Op-Ed] The Northeast Asia Peace Archives as Viewed by Citizens of the Border City of Goyang: Asking 'How Can We Be Together?' Beyond 'Why Is It Necessary?'

Goyang City Council of the National Advisory Council on Democratic Peaceful Unification

Oh In-hwan, Chairman of the Planning and Public Relations Subcommittee

On the afternoon of August 25th, at the Kawaji Grand Auditorium of the Ilsanseo-gu Office, I observed the scene of the "Citizen Forum on Peaceful Coexistence on the Korean Peninsula," jointly organized by the Goyang City Council of the National Advisory Council on Democratic Peaceful Unification and the Goyang Civil Society Solidarity Council. As I watched the proceedings, I brought up a question I have long held in my heart: "What kind of city will Goyang remain for us, and for this land in the future?"

Goyang City is a border city situated within close proximity to Panmunjom and Imjingak.

It is a place where the scars of division are felt first, and also a place where the warmth of peace can be felt first when it begins.

When I first heard the news that the 'Northeast Asia Peace Archive' would be established in Goyang, I believed that this center should not remain merely a warehouse for storing materials, but should walk right into the daily lives of our citizens.

This forum served as a confirmation that this wish was by no means my own.

On this day, approximately 200 people, including advisory committee members, citizens, and representatives from civil society organizations, filled the auditorium.

In a written congratulatory message, Minister of Unification Jeong Dong-young stated, "I hope the Northeast Asia Peace Archive will become a hub for realizing peaceful coexistence in daily life, as well as a space for jointly building the 'City of Autonomy and Peace' that Goyang City aspires to." He also pledged to form a joint steering committee comprising the Ministry of Unification, Goyang City, and civil society. Min Gyeong-seon, Mayor of Goyang Special Self-Governing Province, expressed his hope that the Archive would become an "open platform that fosters mutual growth with the local community and builds a consensus on peace and coexistence." Park Yeon-hwan, Vice Chairman of the Gyeonggi branch of the National Unification Advisory Council, highlighted the significance of the event by stating, "The foundation for peaceful unification is solidified amidst the interest and participation of local residents." Jin Hee-gwan, a professor of Unification Studies at Inje University who delivered the presentation, emphasized that the Archive must not stop at merely disclosing North Korean materials but must simultaneously perform diverse functions, including documentation and archiving, exhibitions, education, research support, and academic conferences.

What drew the most attention was the open discussion among citizens that followed the expert panel discussion.

From proposals for regular educational programs linked with schools and youth facilities, the expansion of peace lectures, exhibitions, and cultural events, to weaving historical resources from border regions into educational and experiential content—the voices from the field unanimously requested that the Archive be transformed from a "rigid space sought only by experts" into an "open space where anyone can read books and enjoy exhibitions." This aligned perfectly with the aspiration the Archive itself puts forward: to be a complex cultural space that provides practical help to the lives of everyone from children to adults.

As the Chairperson of the Planning and Public Relations Subcommittee of the Goyang City Council of the National Unification Advisory Council, and above all, as a citizen living in this border city, I was delighted to see this forum. This is because, while discussions surrounding the Northeast Asia Peace Archive have previously been centered on the government and experts, the voices of citizens have now begun to be added to those discussions.

For this space—which aims to open in the first half of 2027 with a site area of 4,120㎡ and a scale of one basement level and three floors above ground—to establish itself as a living archive where any citizen can easily find and learn from approximately 130,000 North Korea-related materials, the current process of meticulously incorporating citizens' opinions even before the opening must continue steadily.

Watching this forum, I became convinced that the Northeast Asia Peace Archive will not remain merely a facility within Goyang City. It is difficult to find a precedent in Korea for an institution that encompasses the themes of inter-Korean division, peace, and unification through materials, facilities, and citizen participation of this scale.

I believe that if it takes root as planned, Goyang City will fulfill its role as a city truly representing peace and unification, becoming a city envied by researchers from other regions and both domestically and internationally.

For a long time, Goyang has been referred to by the heavy name of being the front line of division.

However, from the moment the Northeast Asia Peace Archive opens its doors, Goyang can once again be called a city that records, teaches, and shares peace.

As a citizen of Goyang in the DMZ border region, I sincerely hope that the Archive will firmly establish itself as a space that breathes and grows with the citizens even after its opening, and as an everyday space where children learn about peace and adults discuss coexistence.

Toward that day, the Goyang City Council of the National Unification Advisory Council will also continue to contribute its efforts alongside the local community.
