고양특례시가 경기도가 주관한 ‘성별영향평가 우수사례 경진대회’에서 우수상을 수상하며 6년 연속 수상이라는 기록을 이어갔다.

이번 수상은 직장어린이집을 대상으로 추진한 ‘양성평등한 보육환경 조성 사업’이 우수사례로 선정된 데 따른 것이다.

단순한 제도 점검을 넘어 보육 현장의 놀이환경과 교재·교구를 개선하고, 보호자의 육아 참여까지 확대하며 실질적인 양성평등 문화 확산을 이끌어냈다는 점에서 높은 평가를 받았다.

특히 이번 사업은 부서 간 협업과 시민 참여를 기반으로 추진됐다는 점에서 의미를 더했다.

고양시는 직장어린이집의 교재와 교구가 성별 고정관념을 강화하지 않는지 객관적으로 점검하기 위해 ‘여성친화도시 시민참여단’과 함께 현장 방문 점검을 실시했다. 

점검 결과를 바탕으로 보육교직원들과 개선 방안을 논의하고, 아이들이 성별에 따른 구분이나 제약 없이 다양한 놀이를 경험할 수 있도록 보육환경 개선에 힘썼다.

가정의 참여를 확대하기 위한 노력도 이어졌다. 

시는 남성 보호자의 육아 참여를 높이기 위해 가족이 함께할 수 있는 다양한 참여 프로그램을 운영했다.

그 결과 2025년 기준 남성 보호자의 어린이집 활동 참여율은 41.9%로 집계돼 전년보다 1.3%포인트 증가했다.

보육시설 안에서의 환경 개선에 그치지 않고 가정의 양육 참여까지 연계하면서 양성평등 문화를 일상으로 확산시키는 성과를 거둔 것이다.

시는 앞으로도 성별에 따른 고정관념을 줄이고 아동이 자신의 적성과 개성을 자유롭게 표현할 수 있는 보육환경을 조성하는 한편, 시민과 현장의 의견을 반영한 양성평등 정책을 지속적으로 확대해 나갈 방침이다.

To objectively verify whether teaching materials and equipment at workplace daycare centers reinforced gender stereotypes, Goyang City conducted on-site inspections in collaboration with the ‘Women-Friendly City Citizen Participation Group.’ Based on the inspection results, improvement measures were discussed with childcare staff, and efforts were made to improve the childcare environment so that children could experience diverse play without distinctions or restrictions based on gender.
