고양특례시가 대규모 K-POP 공연에서 첨단 스마트 기술을 활용한 인파 안전관리를 성공적으로 수행하며 글로벌 공연 거점 도시로서의 역량을 입증했다.

 

고양특례시는 지난 21일부터 23일까지 3일간 고양종합운동장에서 열린 ‘빅뱅 2026 월드투어 콘서트’에 총 12만6,680명의 관람객이 몰렸지만 단 한 건의 안전사고도 발생하지 않았다고 28일 밝혔다.

이번 공연에는 고양시가 ‘고양시 거점형 스마트시티 조성사업’의 일환으로 구축하고 있는 인파 안전사고 예방 관리 플랫폼이 활용됐다. 

 

특히 지난 4월 BTS 콘서트에서 무선신호 감지와 영상인식 기능을 분리해 시범 운영했던 것에서 한 단계 발전해, 이번에는 두 기능을 통합한 ‘AI-Edge 통합 멀티모달 센서’를 현장에 실전 배치했다.

 

통합 멀티모달 센서는 단순히 관람객 수를 집계하는 데 그치지 않고 이동량과 이동 방향, 공간별 인파 흐름 등을 다각도로 분석해 실시간으로 현장 상황을 파악할 수 있도록 했다. 

 

이를 통해 공연 종료 후 특정 출구로 관람객이 한꺼번에 몰리는 병목 현상을 사전에 예측하고 안전요원을 적재적소에 배치해 관람객 동선을 분산시키는 등 선제적인 대응이 가능했다.

 

동문과 서문, 남문, 북문 등 주요 진출입로에서는 관람객 밀집도와 이동 흐름을 실시간으로 모니터링했으며, 밀집도가 위험 수준에 이르기 전에 현장 인력을 배치해 이동 동선을 조정했다.

 

특히 이번에 적용된 시스템은 중앙 서버로 모든 데이터를 전송해 처리하는 기존 방식과 달리 현장 단말기에서 데이터를 직접 분석하는 AI-Edge, 즉 온디바이스 AI 방식을 적용했다. 

 

이에 따라 데이터 처리 과정에서 발생할 수 있는 지연과 네트워크 사용량을 줄이는 동시에 현장에서 영상을 즉시 처리하고 필요한 정보만 활용함으로써 관람객 개인정보 보호 수준도 높였다.

 

공연 기간 동안의 관람객 규모를 일자별로 살펴보면 21일 3만6,319명, 22일 4만4,276명, 23일 4만6,085명으로 공연이 진행될수록 방문객이 증가하는 양상을 보였다.

 

게이트별로는 북문 이용객이 3만9,150명으로 전체의 30.9%를 차지해 가장 많았으며, 동문이 3만3,388명으로 26.4%를 기록했다. 

 

특히 대중교통 접근성이 높은 북문과 동문에 전체 관람객의 약 57.3%가 집중된 것으로 나타났다.

 

고양시는 이번 공연을 통해 축적한 게이트별 관람객 이동 데이터와 인파 흐름 분석 결과를 면밀히 검토해 향후 대규모 공연과 축제 등 각종 행사에서 활용할 수 있도록 인파 안전관리 매뉴얼을 더욱 고도화할 계획이다. 

 

경찰과 소방 등 관계기관과의 협력체계도 한층 강화해 대규모 인파가 몰리는 행사에 대한 현장 대응력을 높인다는 방침이다.

 

시 스마트시티과 관계자는 “세계인이 찾는 글로벌 K-POP 공연 거점 도시로서 무엇보다 관람객의 안전 확보가 최우선”이라며 “이번 공연을 통해 축적한 인파 이동 데이터를 바탕으로 안전관리 매뉴얼을 지속적으로 고도화하고 스마트 기술을 적극 활용해 ‘인파사고 ZERO 안전 안심 도시 고양’을 확고히 만들어 나가겠다”고 말했다.

Notably, unlike the existing method of transmitting all data to a central server for processing, the system applied this time utilizes the AI-Edge, or On-Device AI, approach, which analyzes data directly at on-site terminals. Accordingly, the level of protection for visitors' personal information was enhanced by reducing potential delays and network usage during data processing, while simultaneously processing video immediately on-site and utilizing only necessary information.

 

Looking at the daily visitor numbers during the performance period, there were 36,319 visitors on the 21st, 44,276 on the 22nd, and 46,085 on the 23rd, showing a trend of increasing visitors as the performance progressed.
