고양특례시 산황동 주민과 토지주, 고양시민, 골프장 종사 직원 등으로 구성된 ‘산황동 스프링힐스 18홀 증설 찬성 범시민대책위원회’가 공식 출범하고 본격적인 시민행동에 나섰다.

범시민대책위는 25일 오후 고양특례시청 정문 앞 경찰 신고 집회구역에서 출범식과 출정식을 열고, 15년 가까이 표류하고 있는 산황동 골프장 증설 문제의 조속한 해결과 법과 원칙에 따른 행정 절차 이행을 촉구했다.

이날 집회에는 산황동 주민과 토지주, 시민 등 약 200~300명이 참여해 골프장 증설 문제에 대한 입장을 밝히고 고양시의 공정하고 투명한 행정을 요구했다.

산황동 골프장 증설 문제는 지난 2011년부터 장기간 갈등이 이어져 온 지역 현안이다. 

기존 9홀 골프장은 2010년 준공 및 등록을 마치고 정상적으로 운영되고 있으며, 9홀을 추가해 총 18홀 규모로 확대하는 사업도 관련 법령에 따른 행정 절차를 거쳐 추진돼 왔다.

범시민대책위는 특히 지난해 6월 실시계획인가 결정과 고시가 적법하게 이뤄졌음에도 고양시가 이를 직권취소하려는 움직임을 보이고 있다며 강하게 반발했다.

대책위는 실시계획인가가 법적 요건을 충족할 경우 행정청이 처리해야 하는 기속행위에 해당한다는 입장이다. 

이에 따라 정당한 법적 근거가 없는 직권취소 방침을 철회하고, 만약 인가 취소로 인해 손해가 발생할 경우 그 책임 소재 역시 명확히 따져야 한다고 주장했다.

이날 행사는 조직 출범식과 출정식, 시민 발언 및 퍼포먼스 등으로 진행됐다. 

1부 조직 출범식에서는 김태권·박상철·양형승·심송학 공동대표가 범시민대책위의 공식 출범을 선언했다.

이어진 출정식에서는 “15년이면 충분합니다. 기다림은 오늘로 끝내고, 행동은 오늘부터 시작합니다”라는 슬로건 아래 ‘범시민 7대 행동’이 발표됐다.

범시민대책위는 우선 산황동 골프장 증설 문제 해결을 위한 대규모 시민 서명운동을 전개하기로 했다. 

또 고양시장을 상대로 직권취소 방침 철회 의향과 법적 근거를 공개적으로 질의하고, 고양시의회에도 관련 사안에 대한 공정한 검증과 투명한 의정활동을 요구할 계획이다.

이와 함께 관련 행정자료와 판단 근거의 공개를 요구하고 환경·법률·행정 분야 전문가를 통한 객관적인 검증도 추진하기로 했다. 

시민들이 사실관계를 확인하고 자유롭게 의견을 나눌 수 있도록 ‘고양일산ISSUE AGORA’를 통한 시민 공론 플랫폼도 운영할 방침이다.

대책위는 사실과 다른 주장이나 부당한 개입에 대해서는 타협 없이 대응하겠다는 입장도 밝혔다.
