고양특례시가 의료와 복지를 결합한 현장 중심의 통합돌봄 서비스 운영에 본격적으로 나선다.

고양시는 오는 12월까지 관내 의원과 경로당, 복지관 등을 직접 찾아가 건강교육과 통합돌봄 상담을 함께 제공하는 민관 합동 현장 방문반 ‘고양온돌-이음상담소’를 운영한다고 25일 밝혔다.

이번 사업은 기대수명과 건강수명의 격차에서 비롯되는 사회적 문제에 대응하고, 시민들의 건강관리 역량을 높여 돌봄이 필요한 상황을 사전에 예방하기 위해 마련됐다. 

통계청 자료에 따르면 2024년 기준 국민 기대수명은 83.7세인 반면 건강수명은 65.5세로 약 18년의 차이가 나는 것으로 나타났다.

이에 따라 고양시는 생애 마지막 15~18년가량을 만성질환이나 장애와 함께 보내는 시민들이 증가하면서 삶의 질 저하와 사회적 비용 증가로 이어질 수 있다는 점에 주목하고, 일상생활 공간에서 건강관리와 돌봄 상담을 동시에 받을 수 있는 현장 중심 서비스를 추진하기로 했다.

‘고양온돌-이음상담소’는 이용 시설의 특성에 따라 의원 방문형과 경로당·복지관 방문형으로 나눠 운영된다.

의원 방문형은 총 4회에 걸쳐 일산병원 협력의원 2개소를 대상으로 진행된다. 

현장에서는 만성질환 관리와 근력운동, 영양교육 등을 실시하고 ‘내건강살림’ 사업과 연계해 시민들이 스스로 건강한 생활습관을 실천할 수 있도록 지원한다. 

이와 함께 통합돌봄 상담과 신청 접수도 현장에서 진행해 필요한 복지서비스를 신속하게 연계할 예정이다.

경로당과 복지관 방문형은 관내 19개소를 대상으로 총 19회 운영된다. 

회기별로 10명 이상의 주민을 모집해 만성질환 관리와 낙상 예방, 노년기 생활수칙 등 실생활에 필요한 건강교육을 제공한다. 

특히 돌봄이나 건강관리가 필요한 주민에게는 보건소의 ‘어르신 건강주치의 사업’과 연계해 순회 한의 진료도 병행할 계획이다.

고양시는 이번 사업을 통해 평소 행정기관이나 복지기관의 도움을 받지 못했던 잠재적 돌봄 수요자를 적극적으로 발굴하고, 복지 사각지대를 현장에서 찾아내 필요한 서비스를 적기에 연결한다는 방침이다.

또한 의사회와 치과의사회, 한의사회 등 보건의료 직능단체를 대상으로 사업을 적극 안내하고, 방문을 희망하는 병·의원을 중심으로 순회 운영을 점차 확대해 나갈 예정이다.

시는 ‘적기 치료-예방 교육-밀착 돌봄-자가 관리’로 이어지는 건강 선순환 체계를 구축함으로써 시민들이 익숙한 생활공간에서 건강을 관리하고 필요한 돌봄서비스를 받을 수 있는 기반이 마련될 것으로 기대하고 있다.
