파주시, 운정호수·소리천 녹조 근절 나선다… ‘하수처리수 재이용 사업’ 2030년 준공 목표 추진

파주시가 매년 여름철 반복되는 운정호수와 소리천의 녹조 문제를 근본적으로 해결하기 위해 하수처리수 재이용 사업을 본격 추진한다.

 

파주시는 오는 9월부터 ‘운정호수공원 및 소리천 수질개선을 위한 하수처리수 재이용 사업’에 착수한다고 밝혔다.

이번 사업은 민선 9기 주요 공약 가운데 하나로, 총 168억 원의 사업비를 투입해 2030년 준공을 목표로 추진된다.

 

운정호수와 소리천은 여름철 폭염과 수량 부족 등이 겹치면서 매년 녹조가 반복적으로 발생해 수변 공간의 환경적 가치와 시민 이용에 불편을 초래해왔다. 

 

파주시는 녹조 발생의 주요 원인으로 유입 수량 부족에 따른 물 고임 현상과 여름철 수온 상승, 도로변 우수와 공원 제초 과정 등에서 유입되는 영양염류 등을 꼽고 있다.

 

이에 파주시는 운정하수처리장에서 처리된 하수처리수를 추가로 정화해 운정호수와 소리천에 안정적으로 공급하는 방식으로 수질 개선에 나선다. 

 

단순 방류되던 처리수를 재이용해 부족한 수량을 확보하고 물순환을 개선함으로써 녹조 발생을 줄이겠다는 계획이다.

 

사업이 추진되면 재처리된 하수처리수는 기존 물순환시스템 관로 4.1km와 실개천 8.6km 등에 연계 공급된다. 

 

특히 총 143억 원을 투입해 운정하수처리장 내 신규 펌프장 1개소를 설치하고, 취수펌프장까지 1.2km에 이르는 압송 관로를 새롭게 매설할 예정이다.

파주시는 올해 말까지 투자심사 등 행정절차를 마무리하고, 2027년 기본 및 실시설계를 완료한 뒤 2028년 착공에 들어갈 계획이다. 

 

이후 공사를 거쳐 2030년 사업을 준공한다는 방침이다.

 

사업이 완료되면 강수량이 적은 겨울철 갈수기에도 하루 3만4,000㎥ 이상의 수량을 안정적으로 공급할 수 있을 것으로 전망된다. 

 

이를 통해 운정호수와 소리천에 상시 유수 환경을 조성하고 수생태계의 건강성을 회복하는 한편, 수질 개선과 녹조 저감에도 상당한 효과가 있을 것으로 기대된다.

 

임상범 파주시 도시관리과장은 “이번 사업은 단순히 물을 재활용하는 것을 넘어 운정호수와 소리천 수변 생태계의 건강을 되찾고 시민 불편을 최소화하기 위한 핵심 대책”이라며 “앞으로도 시민들에게 깨끗하고 아름다운 휴식 공간을 제공할 수 있도록 사업 추진에 만전을 기하겠다”고 말했다.

The plan is to reduce algal blooms by reusing treated water that was previously simply discharged to secure insufficient water volume and improve water circulation.

 

Once the project is implemented, the retreated wastewater will be supplied through 4.1 km of existing water circulation system pipelines and 8.6 km of small streams.

 

In particular, the city plans to invest a total of 14.3 billion won to install one new pumping station within the Unjeong Wastewater Treatment Plant and to lay a new pressure pipeline extending 1.2 km to the intake pumping station. Paju City plans to complete administrative procedures, including investment reviews, by the end of this year, finalize the basic and detailed designs in 2027, and begin construction in 2028.

 

The city intends to complete the project by 2030 following construction work.

 

Once the project is completed, it is expected to stably supply over 34,000 cubic meters of water per day, even during the dry winter season when rainfall is scarce.
