[기고문=김용주] 평화를 배우는 공간, 시민과 함께 만드는 동북아평화자료원을 기대하며

                     고양YWCA 회장의 시선으로 바라본 동북아평화자료원과 8월 25일 시민토론회

평화는 저절로 주어지는 것이 아니라 우리가 배우고, 질문하고, 함께 만들어 가야 하는 가치입니다.

고양YWCA는 여성의 인권과 존엄을 지키고, 청소년이 민주적인 시민으로 성장할 수 있도록 교육하며, 생명과 평화의 가치를 지역사회에서 실천해 왔습니다. 

그런 의미에서 국가가 고양특례시에 건립을 추진하고 있는 동북아평화자료원을 매우 뜻깊게 생각하며 진심으로 환영합니다.

현재 추진되고 있는 동북아평화자료원은 단순한 자료 보관시설을 넘어 한반도 분단과 전쟁, 그리고 평화의 역사를 전시·교육·연구·기록하고, 지역 주민들이 다양한 평화 프로그램에 참여할 수 있는 열린 공간으로 조성될 예정입니다.

특히 고양YWCA가 주목하는 것은 ‘청소년 교육 공간으로서의 가능성’입니다.

오늘의 청소년에게 한반도의 분단과 전쟁은 교과서 속의 역사일 수 있습니다. 

그러나 평화와 공존의 문제는 미래를 살아갈 청소년 자신의 삶과 직결된 현실입니다. 

서로 다른 생각을 가진 사람의 이야기를 경청하고, 갈등을 폭력이 아닌 대화로 해결하며, 차이를 존중하고 공동체의 문제에 참여하는 역량은 평화로운 사회를 만드는 중요한 시민교육의 출발점입니다.

따라서 동북아평화자료원이 청소년들에게 단순히 과거의 자료를 보여주는 곳을 넘어 ‘평화를 배우고 경험하며 스스로 질문하는 공간’이 되기를 기대합니다.

고양YWCA의 관점에서 본다면 여성과 청소년이 평화의 주체로 참여할 수 있는 프로그램도 적극적으로 만들어졌으면 합니다. 

여성의 관점에서 전쟁과 분단의 역사를 바라보고, 평화·인권·돌봄·성평등의 가치를 연결하며, 청소년들이 토론과 참여를 통해 자신의 평화관을 만들어 갈 수 있는 교육이 필요합니다.

평화는 국가와 전문가만의 의제가 아닙니다. 

지역에서 살아가는 시민 한 사람 한 사람이 평화를 어떻게 이해하고 실천할 것인가의 문제입니다. 

국가가 운영하는 공공기관이라 해도, 그 공간과 프로그램이 놓이는 곳은 결국 지역이고 그 이용자는 시민입니다. 그런 점에서 이 기관이 지역사회와 어떤 관계를 맺을 것인가는 매우 중요합니다.

그래서 오는 8월 25일 오후 1시 30분에 일산서구청 대강당에서 개최되는 ‘한반도 평화공존 시민토론회’가 더욱 기대됩니다.

이번 시민토론회는 동북아평화자료원이 국가 차원의 공공기관에 머무르지 않고, 고양특례시의 시민단체와 시민들의 목소리를 듣고 운영 방향을 함께 고민하는 소중한 소통의 자리가 될 것입니다.

고양YWCA는 이번 토론회가 일방적으로 정책을 설명하는 자리가 아니라 시민들이 자유롭게 질문하고 제안하며, 지역의 경험과 요구를 전달하는 열린 시민참여의 장이 되기를 바랍니다.

특히 여성단체와 청소년단체, 교육·복지·문화·평화 관련 시민사회가 적극적으로 참여하여 “동북아평화자료원이 고양시민에게 어떤 공간이어야 하는가”, “청소년들이 이곳에서 무엇을 배우고 경험해야 하는가”, “지역 시민사회와 어떤 방식으로 협력할 것인가”에 대한 다양한 의견을 나눌 수 있기를 기대합니다.

고양은 오랫동안 통일로와 자유로를 통해 남북을 잇는 관문 역할을 해 온 도시이며, 그 역사 속에서 평화와 공존의 가치를 지역사회에서 실천해 온 경험을 지니고 있습니다. 

그렇기에 고양에 들어서는 동북아평화자료원이 지역의 역사와 시민의 삶을 품고, 미래세대에게 평화의 가치를 전하는 공간으로 자리 잡는 것은 매우 의미 있는 일입니다.

고양YWCA는 여성과 청소년이 평화의 수혜자가 아니라 평화를 만들어가는 주체가 되어야 한다고 믿습니다.

동북아평화자료원이 아이들에게 “전쟁은 왜 일어났을까?”, “우리는 어떻게 평화롭게 함께 살아갈 수 있을까?”, “내가 할 수 있는 평화의 실천은 무엇일까?”라는 질문을 던지는 공간이 되기를 바랍니다. 

그리고 그 답을 시민과 청소년이 함께 찾아가는 공간이 되기를 바랍니다.

그 첫걸음이 바로 시민의 의견을 듣는 것이라고 생각합니다.

오는 25일 한반도 평화공존 시민토론회에 고양시민과 시민사회단체, 여성·청소년 단체, 교육 관계자들이 함께해 주시기를 바랍니다.

우리의 작은 의견 하나하나가 앞으로 만들어질 동북아평화자료원의 방향을 더욱 시민 친화적으로 만들 수 있습니다.

Goyang YWCA has protected the human rights and dignity of women, educated youth to grow into democratic citizens, and practiced the values ​​of life and peace within the local community.

In this sense, we find the establishment of the Northeast Asia Peace Archive, which the government is pushing to build in Goyang Special City, to be very meaningful and sincerely welcome it.

The Northeast Asia Peace Archive currently being pursued is planned to go beyond a simple archive storage facility and be developed into an open space where local residents can participate in various peace programs, while exhibiting, educating, researching, and documenting the history of the division, war, and peace of the Korean Peninsula.

In particular, what Goyang YWCA is focusing on is its ‘potential as an educational space for youth.’ To today's youth, the division and war of the Korean Peninsula may be history confined to textbooks.

Peace is not an agenda solely for the state and experts.

Even for state-run public institutions, the space and programs are ultimately located in the local community, and the users are the citizens. Goyang has long served as a gateway connecting the North and South through Tongil-ro and Jayu-ro, and throughout this history, it possesses experience in practicing the values ​​of peace and coexistence within the local community.

Therefore, it is highly meaningful for the Northeast Asia Peace Archive, which is being established in Goyang, to take root as a space that embraces the region's history and the lives of its citizens, while conveying the values ​​of peace to future generations.

Goyang YWCA believes that women and youth should not be merely beneficiaries of peace, but rather agents who create it.

We hope the Northeast Asia Peace Archive will become a space that poses questions to children such as, “Why did war happen?”, “How can we live together peacefully?”, and “What practical steps can I take to practice peace?” And we hope this becomes a space where citizens and youth can find the answer together.

We believe that the first step in this direction is listening to the opinions of the citizens.

We ask that Goyang citizens, civil society organizations, women's and youth groups, and education officials join us at the Citizens' Forum on Peaceful Coexistence on the Korean Peninsula on the upcoming 25th.

Each and every one of our small opinions can make the future direction of the Northeast Asia Peace Archive even more citizen-friendly.

From a space that remembers peace, to a space that learns and practices peace. Beyond a facility built by the state, to a public space created together by citizens. And above all, to a space where future generations can dream of peace. Goyang YWCA welcomes the establishment of the Northeast Asia Peace Archive in Goyang and looks forward to it growing into a platform for peace where women, youth, and citizens participate together.
