고양특례시가 민선 9기 시정 비전을 현장에서 구현하기 위해 산하 공공기관의 전면적인 혁신에 돌입했다.

이번 혁신은 고양대전환준비위원회가 제안한 핵심 정책과제를 실행하기 위한 후속 조치로, 시정의 정책 집행을 뒷받침하는 공공기관의 기능과 운영체계를 근본적으로 재정비해 시민 체감도를 높이겠다는 취지다.

고양시는 ‘멈춘 교통 혁신, 멈춘 경제 살리기, 멈춘 민생 안정’을 신속하게 실현하기 위해서는 정책 집행의 최일선에 있는 공공기관의 체질 개선이 우선돼야 한다고 판단했다.

이에 따라 시는 공공기관 혁신의 방향을 소통혁신, 안전혁신, 경영혁신 등 3대 축으로 설정했다. 

소통혁신을 통해 시민과의 접점을 확대하고 수요자 중심의 행정 서비스를 강화하며, 안전혁신으로 현장 중심의 철저한 안전관리 체계를 구축한다. 

경영혁신에서는 방만한 운영 요소를 제거하고 조직과 사업의 효율성을 높인다는 방침이다.

특히 이번 개편은 단순한 조직 개편에 그치지 않는다. 

각 기관의 설립 목적과 정책 기능을 비롯해 조직·인력 운영, 사업 구조 등을 원점에서 재진단하고 시대 변화에 맞지 않는 기능은 과감하게 조정하는 한편, 기관별 핵심 역량에 집중할 계획이다.

고양시는 지난 12일부터 산하 6개 공공기관을 대상으로 혁신방안 추진 보고회를 진행하고 있다. 

12일부터 14일까지 고양도시관리공사, 고양연구원, 고양문화재단에 대한 보고를 마쳤으며, 고양시청소년재단과 고양산업진흥원, 고양국제박람회재단에 대해서도 순차적으로 보고회를 이어갈 예정이다.

시는 혁신 과제가 일회성에 그치지 않도록 지속적인 성과 관리에도 나선다. 

예산담당관을 중심으로 주무부서와 공공기관의 과제 이행 상황을 꾸준히 점검하고, 추진 실적과 성과를 2027년 공공기관 경영평가에도 반영할 계획이다.

민경선 고양특례시장은 “공공기관의 기능과 역할을 다시 살펴 시민이 체감할 수 있는 과감한 혁신을 이끌어내겠다”며 “공공기관이 민선 9기 시정 비전을 실현하는 핵심 조직으로서 제 역할을 다할 수 있도록 하겠다”고 밝혔다.
