고양특례시, ‘고양형 햇빛연금’ 본격 추진' 공영주차장·아파트 옥상서 전기도 만들고 연금도 받는다… RE100으로 탄소중립 가속

고양특례시가 시민들이 일상에서 친환경 에너지 정책을 체감하고 발전 수익 등 실질적인 경제적 혜택까지 누릴 수 있도록 ‘고양형 햇빛연금’ 도입과 공동주택 RE100 사업에 본격적으로 나선다.

민경선 고양특례시장은 “공공부지를 활용한 시민참여형 발전사업을 통해 시민이 에너지 생산의 주체가 되고 발전수익도 함께 나누는 고양형 햇빛연금 모델을 만들어 가겠다”며 “시민에게 실질적인 혜택이 돌아가는 체감형 에너지 사업을 지속 확대하겠다”고 밝혔다.

 

고양시는 우선 일조량과 접근성이 우수한 공영주차장을 활용해 시민참여형 태양광 발전사업을 추진한다. 

 

공영주차장을 단순한 주차 공간에서 벗어나 시민이 직접 투자하고 발전 수익을 공유하는 ‘시민햇빛발전소’로 조성해 햇빛연금 사업의 기반으로 활용한다는 계획이다.

현재 고양시가 파악한 태양광 설치 의무화 대상 공영주차장은 모두 41개소로, 면적은 약 3만5,500㎡에 이른다. 

 

이들 주차장에 태양광 발전시설을 설치할 경우 약 8,875kW 규모의 발전설비를 구축할 수 있을 것으로 시는 전망하고 있다.

 

전체 사업을 구축하는 데 약 300억 원이 소요될 것으로 예상되지만, 연간 약 20억 원의 발전수익을 창출할 수 있을 것으로 분석됐다. 

 

연간 발전량은 약 11.6GWh로, 일반 가정 약 3,200가구가 한 달 동안 사용할 수 있는 규모다. 

 

온실가스 감축 효과도 연간 약 5,350톤에 달해 소나무 약 58만 그루를 심는 것과 같은 탄소 저감 효과가 기대된다.

 

시는 8월 중순부터 연구용역과 공공부지 발굴 조사를 진행해 구체적인 투자 방식과 수익 배분 체계를 마련할 예정이다.

특히 신안군 등 시민참여형 재생에너지 사업을 선도적으로 추진한 지역의 사례를 벤치마킹하고 시민펀드와 민간투자 방식 등을 검토한다.

 

이를 토대로 2027년 1MW 규모의 시범사업을 추진한 뒤 자유로 도로법면과 체육시설 등 활용 가능한 공공부지로 사업을 단계적으로 확대할 계획이다.

 

공동주택을 중심으로 한 재생에너지 확대 사업도 속도를 낸다. 

 

공동주택 비율이 높은 고양시는 1기 신도시를 중심으로 노후 아파트가 늘어나면서 아파트 옥상을 활용한 태양광 발전시설 보급에도 적극 나서고 있다.

 

공동주택 옥상에 태양광 발전시설을 설치하면 승강기와 공용조명, 급수펌프 등 공용부문의 전력 사용량을 줄일 수 있어 입주민들의 관리비 부담을 낮추는 동시에 탄소중립에도 기여할 수 있다.
